The Bureau of Indian Affairs, San Carlos Irrigation Project is soliciting quotations for the purchase of three (3) pad mount transformers. San Carlos Irrigation Project is located at 13805 North Arizona Boulevard, Coolidge, Arizona 85228. Coolidge is located in Pinal County in central Arizona. The transformers are to be 2,500 KVA, 3-phase, pad mount, 12,470 volts and delta wound primary, 480Y/277 Y-connected, grounded secondary. Copper or aluminum windings on both or either high and low voltage windings, primary taps 2.5% above and below nominal, dead front wells and inserts, bayonet fusing, spade connector, pressure relief. Transformer shall comply with all ANSI, IEEE, NEMA and REA Standards, Guides and Bulletins as explained in the specifications below. In addition, quote should provide information on the type of winding (copper or aluminum) to be used on both windings. PAD MOUNTED DISTRIBUTION TRANSFORMER SPECIFICATIONS SAN CARLOS IRRIGATION PROJECT (SCIP) SPECIFICATIONS & REQUIREMENTS The transformer(s) shall comply with the most recent publication of the following specifications: -- Rural Electrification Administration (REA) Specifications for Pad-Mounted Transformers, single and three phase, Bulletin 50-73. -- ANSI/IEEE General Requirements for Liquid-Immersed Distribution, Power and Regulating Transformers, C57.12.00-1993. -- IEEE Requirements for Pad-Mounted, Compartmental-Type Self-Cooled, Single Phase Distribution Transformers with Separable Insulated High-Voltage Connections; High-Voltage 34,500 Grnd. Y/19,920 volts and below; Low-Voltage, 240/120 volts, 2500 KVA and small, C57.12.26-1990. -- ANSI/IEEE Terminal Markings and Connections for Distribution and Power Transformers. C57.12.70-1978. -- IEEE Terminology for Power and Distribution Transformers, C57.12.80-1978. (Reaff., 1992, ANSI). -- ANSI/IEEE Test Code for Liquid-Immersed Distribution Power, and Regulating Transformers and Guide for Short-Circuit testing of Distribution and Power Transformers, Part I and Part II, C57.12.90-1987. -- ANSI/IEEE Guide for Loading Mineral-Oil Immersed Overhead and Pad-Mounted Distribution Transformers Rated 500 KVA and less with 65 degree C average winding rise, C57.91-1995. -- NEMA TR-1 Transformers, Regulators and Reactors. The pad-mounted transformers shall be of dead front design with all access doors secured by a recessed, captive, pentahead bolt and have NEMA safety label per NEMA Publication 260-1982. In addition, the transformer(s) shall be of a manufacture and type included in the most recent REA Bulletin 43-5, "List of Materials Acceptable for use on systems of REA Electrification Borrowers". The requested transformer(s) is for the quantity, voltage rating, KVA rating, type and have the accessories indicated in the following tabulation: ITEM: 1 QUANTITY NUMBER: 3 PRIMARY VOLTAGE -- CAPITAL LETTER: A SECONDARY VOLTAGE -- SMALL LETTER: b KVA RATING NUMBER: 2,500 ACCESSORIES AND TYPE -- APPLICABLE NUMBERS: 1, 3, 5, 7 & 8 PRIMARY VOLTAGE: A. 12,470 volts, delta wound. SECONDARY VOLTAGE: a. 120/240 volts. b. 480Y/277 volts, grounded Y wound. ACCESSORIES, TYPE AND SPECIAL REQUIREMENTS: 1. Internal bayonet fuses. 2. Two high voltage load break bushing wells. 3. Single high voltage load break bushing wells for radial feed with inserts. 4. Direct connected MOV arrester. 5. Two 2-1/2% primary taps above and below rated voltage. 6. Secondary thermal overload breaker. 7. Interlaced secondary windings. 8. Three (3) low voltage bushings with paddles. The successful supplier shall provide free of charge a certified test report to SCIP detailing the no-load and load-losses of all transformers as tested in accordance with C57.12.90-1993 Section 8 (no load losses) and Section 9 (load losses). If the average no-load or load losses exceed the guaranteed values, SCIP may either reject the batch of transformers or reduce the purchase price by 1.25 times the above quoted respective loss values. The transformer(s) shall have mineral oil insulation with less than two (2) parts per million polychlorinated biphenyl (PCB).
