Concept, Exploration and Definition Analysis. Naval Air Systems Command
(NAVAIR) intends to award a contract to perform a concept, exploration
and definition (CE&D) analysis in an amount not to exceed $450,000.
The CE&D will evaluate the feasibility of obtaining and converting the
Russian SS-N-22 "MOSKIT" missile as a cost effective, threat-replicate
U.S. target to meet the Supersonic Sea Skimming Target (SSST) mission
under Foreign Comparative Test (FCT) Guidelines. The Russian SS-N-22
missile (North Atlantic Treaty Organization (NATO) designator
("Sunburn")) is manufactured in and by the Republic of Russia. The
Russian Federation is the only known source for this system. The Navy
is looking for responsible industry sources with demonstrated
capabilities in the design, development, and production of missiles,
targets, unmanned aerial vehicles (UAVs), propulsion systems, avionics,
target augmentation/auxiliary systems (TA/AS) equipment, and missile,
UAV and target subsystems. After completion of CE& D, the Government
may issue a contract to procure the SS-N-22 missile and associated
hardware to convert this missile to a U.S. target. This is not a
commitment or authorization by the Navy to incur any cost in
anticipation of such a requirement. The Contractor would have sole
responsibility for acquiring and importing the SS-N-22 assets and
coordinating all attendant license and clearance necessities with the
U.S. and foreign governments. All questions and concerns with respect
