been awarded a = contract from the Army Office of Program Management,
(OPM) Crusader, Picatinny = Arsenal, NJ for the development of the next
generation Self Propelled Howitzer (SPH) = and Resupply Vehicle (RSV).
The Life Cycle Environmental Assessment (LCEC) = and Life Cycle
Environmental Cost (LCEC) of the overall Crusader system design =
including estimating tools and technical consulting support have been
identified = as items, which require subcontractor development. The
subcontractor shall = provide support required for the environmental
engineering effort. This effort = includes a quantitative study of the
LCEC of the Crusader system, and a = quantitative study of the
magnitude of the environmental burden from "cradle to = grave".=20
Below is a summary of the expected tasks: 1. The contractor will
provide a software analysis tool that will = assess the system
environmental impacts as well as the potential technology and =
material changes that would result in hazardous material reduction and
pollution prevention. The tool will accept both data collected from
individual = vendors and from a generic process database. The vendor
can develop the generic = process database or provide access to
databases that include characterizations = of generic manufacturing
processes as outlined in attachments to this = statement of work.
Typical data to be collected for analysis will include water and =
energy utilization, process wastes and emissions, material and process
flow = diagrams, and other environmental parameters. Also included
will be = identification of hazardous materials and processes. The
software tool will also = include, either separately, or integrated a
means of estimating costs for environment, = safety, and health for the
elements and processes covered in the above = environmental
assessments. Costs will be provided where possible, but the majority of
= costs will be estimated using generic process and will be integrated
into the = software tool. Costs will include management,
administrative, support, and = direct labor and costs for training,
permits, handling, storage, and disposal of = hazardous and other
wastes or emissions. In addition it is desired to integrate = the
Crusader Pro/E bills of material with the software analysis program to
= reduce duplication of data entry. =20 2. The contractor's assessment
criteria shall include criteria listed = for the National Environmental
Policy Act (NEPA) process, RCRA hazardous = wastes, NESHAP materials,
and other environmental impact criteria to be agreed upon. 3. The
contractor shall provide support in the implementation, = operation and
maintenance of the software tool. Upgrades will be compatible with =
changes in the Crusader and ASD operation environment including but not
limited, = Microsoft Access, Microsoft Excel, and Pro/E. Maintenance
contracts will be for a = minimum of three years from release of the
software tool. 4. The contractor shall provide assistance/expertise in
the assessment = and analysis of the LCEA and LCEC data in support of
the NEPA process.=20 A Request for Proposal (RFP) is expected to be
released in early = September 2000 for the Right Flank phase of the
Crusader program. The period of = performance for this effort is 15
January 2001 thru 30 June 2002. Interested parties who wish to compete
