Officer,(703)602-7703x610(026) The Naval Sea Systems Command (NAVSEA)
is seeking expressions of interest to determine if there are an
adequate number of responsible and interested sources that can satisfy
the anticipated Commander Naval Reserve Force (COMNAVRESFOR)
requirement for significant improvement on the existing order writing
process. High-level processes supported by the existing legacy systems
include: Order Request Generation Order Request Approval Travel
Management Cost Control The generation of an order request is the
initial request for a reservist to temporarily relocate for duty or
training. Such a request typically is initiated from a field site. The
approval of orders is the allocation or obligation of funds necessary
to support the cost of the request. Cost items that are typical for
orders are per diem, subsistence, clothing, housing, and travel.
Tracking the use of the funds and having the ability to perform
reconciliation is essential. The order writing process ultimately makes
available for the reservist the documentation required to support the
temporary relocation. This may include specific written authorization
for movement and authorization for commercial or military
transportation. The Government requirement is for the new order writing
system to provide capability for a widely distributed community,
real-time access for orders requests and approvals, real-time access at
the individual level for orders documentation delivery, and real-time
tracking and availability of information about Naval Reserve orders
past, present, and future. The Government is looking for innovative
solutions to satisfy this order writing requirement. These solutions
may include, but are not limited to modification of GOTS or COTS
systems, development of a custom software solution, and turn-key
services solutions from ASP's (Application Service Providers). The
solution will require the contractor to address connectivity and data
sharing with several other information systems that support military
pay and bonuses. The desired solution must employ software with
embedded help functionality to facilitate proper instruction for the
average user to perform his or her duties relative to order writing and
travel management. This system must additionally provide for adequate
protection of potentially sensitive order writing process data,
continuity of operations, systems, and data integrity. ASP's
recommending turn-key services solutions to this requirement must
address the "inherently governmental" issue and recommend approaches to
deal with this issue in the RFI response. Firms having products or
turn-key services that support the above-stated requirements are
requested to provide clear and comprehensive information that addresses
an approach to meeting these requirements. Interested firms should

interested parties to demonstrate their products, or discuss their
plans for providing a turn-key services approach to this requirement.
