The purpose of this Solicitation is to obtain services for helicopter application of contractor-furnished fertilizer on designated areas of the Mt. Hood National Forest, Clackamas River Ranger District, southeast of Estacada, Oregon. The Contractor shall apply fertilizer in mountainous terrain with elevation varying fom 1,500 feet to 4,500 feet pressure altitude, with temperatures rising to 85 degrees F. Terrain consists of heavily forested hills, valleys, steep slopes and cliffs common to the Cascade Mountains. Heliports may be located on mountaintops, roads or valleys and may have trees or brush surrounding them. Winds are subject to local terrain features and may be very unpredictable at times. Contractors using aircraft in the performance of this contract must comply with the provisions of a Project Aviation Safety Plan provided by the Government.
