STATEMENT OF WORK FOR RANGE RESIDUE REMOVAL CLAIBORNE BOMBING RANGE Forest Service Road # 240 Woodworth, LA 71485 This project entails the Demilitarization, Certification, Disposal and Recycling of stockpiled inert ordnance, ordnance related materials, and range residue/debris. This ordnance and range residue/debris is located in an unsecured Range Holding Area (RHA). The RHA is located on the 917 OSF/OL-A, Claiborne Bombing Range, Forest Service Road # 240, Woodworth, LA, 71485. The 917 OSF/Operating Location A's parent organization is the 917 Wing, AFRC, located at Barksdale AFB, LA. Contract scope includes residue demilitarization (including certification and validation), proper handling of Resource Conservation and Recovery Act (RCRA)-regulated materials, segregation of any Low Level Radioactive Components, and transfer of all range residue (execpt the inner filling of the inert, full scale bomb material) in the Range Holding Areas (RHA) to either recycling centers or landfills. Removal effort doesnot include collection of range residue from impact or target areas to the RHA. Range residue is primarily composed of expended practice munitions such as large and small practice bombs, trash and debris, tires, and so forth. It also encompasses expended target materials such as salvaged vehicles, conexes, etc. The residue removed from active impact areas is currently being retained in unsecured holding areas established by the manager of the Claiborne Bombing Range. The residue has value on the recycling market due to its content of commercially viable metals such as steel, aluminum, and brass. Explosive components, ignitable residue from spotting charges of phosphoric fillers, low-level radiological contaminants, or waste automotive fluids may contaminate the residue. Not all the residue has recycling value. Tires, plastic vehicle components, and other debris are common trash residue from range targets that must be safely processed for release to landfills.
