This is a combined synopsis/solicitation for various commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation N61339-00-T-0129 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-19. The solicitation shall be awarded on a sole source basis to Decision Dynamics, Inc, Bethesda, MD. The SIC Code for this solicitation is 8711 with a size standard of 500 employees. The following items are required: CLIN 0001, Engineering and Technical Support and Services to develop a dynamic modeling tool that represents Naval Aviation's maintenance training program for the Training Effectiveness Evaluation Link to Readiness (TEELTR) Program per Statement of Objectives. 1.0 Overall Objective. The overall objective of the Training Effectiveness Evaluation Link to Readiness (TEELTR) program is to develop a process for linking maintenance training to aircraft readiness in order to improve maintenance training effectiveness. The TEELTR will be developed by using the System Dynamics Modeling Process. 2.0 Contract Objectives: The contract objective is to develop a dynamic modeling tool which represents Naval Aviations' maintenance training program, models how maintenance is performed in the fleet and interacts with the Navys' support functions. 3.0 Engineering Objectives: a. Provide a robust analysis tool to link aircraft readiness and maintenance data to training effectiveness. b. Provide a means to assess the efficacy of maintenance data impact on training effectiveness. This would include considerations such as context of data or impact of related non-maintenance systems. c. Incorporate NALCOMIS modifications into TEELTR. 4.0 Program Objectives: a. Create a program management system that will provide schedule and performance information to the Government throughout the TEELTR development process. b. Establish a risk management system. c. Establish a Government/Contractor Integrated Product Team (IPT) partnership that is beneficial to achieving program goals. Include NALCOMIS developers on the IPT. d. Establish a comprehensive configuration management system. e. Obtain sufficient rights in technical data, both software and hardware, such that the Government can maintain and modify the maintenance data analysis system using Government personnel and third party contractors. f. Propose a Contract Data Requirements List (CDRL) tailored to the proposed design solution. g. Use electronic technologies to reduce paper copies of program information generated throughout the life of this contract. h. Use electronic technologies to communicate and pass data between Government and contractor organizations. 5.0 Logistics Objectives: a. Provide an Integrated Logistics Support (ILS) program that will assure the Government that the modeling tool will work to a guaranteed reliability and availability level. b. Provide the support technical documentation and training necessary to operate and maintain the modeling tool to the guaranteed reliability and availability levels; quantity 1 each; ship to Orlando, FL 32826; acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The following FAR/DFAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3 ALTERNATE 1, 52.212-4, 52.212-5 (Dev), 252.212-7001. The following subparagraphs of FAR 52.212-5(b) apply: (12), (13), (14), (15), (16), (22). The following subparagraphs of FAR 52.212-5(c) apply: None. The following clauses of DFARS 52.212-7001(b) and (c) apply: 252-225-7001. A COMPLETED COPY OF THE FOLLOWING MUST BE INCLUDED WITH THE QUOTE: FAR 52.212-3 AND DFARS 252.212-7000.
