The U.S. Geological Survey, Water Resources Division, Wyoming District, has a requirement for enhance database system to manage and analyze equatic ecological data. This current software Ecological Data Application System Software (EDAS) is required for enhancement to the existing flow of information for Beneficial Use Reconnaissance Program (BURP) protocols and information system will be developed to store data from all three protocols within an integrated database the National Water Quality Assement (NAWQA) and the Environmental Monitoring and Assessment Program (EMAP). The tasks involved shall include within EDAS, develop a series of tables to hold the data from three sources (NAWQA, EMAP, and Wyoming DEQ), design a mechanism to download data from remote sources (NAWQA and EMAP), revise the EDAS manual to incorporate tasks related. The EDAS developed for the USEPA has already been modified to facilitate the storage of WDEQ BURP data, routines have been added to the WDEQ version of EDAS to batch loadBURP data into local STORET, this version shall be used as the central sever database. The contractor shall provide and maintain all updated versions, enhancements needed to meet the required enhancements of this requirement. Based on the information available at this time, and in accordance with 41 U.S.C. 253 (1), implemented by FAR 6.302-1, the Government considers the items/services specified as a sole source from Tetra Tech, 10045 Red Run Blvd., Suite 110, Owings Mills, MO 21117 and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can frunish the required item/services or its functional equivalent are invited to submit in writing and affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required items/services stated herein/ This information will be evaluated and used to detemine if competitive opportunities exist. Sinc no solicitation document exists, request for such documents without accompanying informaton will be considered non-responsive to this request without further consideration.
