Chemical Command intends to conduct negotiations with and award a
contract to ResMed Corp, 10121 Carroll Canyon Road, San Diego, Ca
92131-1109 on a basis of other than full and open competition,
reference FAR 6.302-1(a) for Embla System (which is a digital recorder
with 16 multipurpose channels, 1 event channel and 2 oximeter channels
designed for both EEG and polysomnographic applications to measure
polysomnography in a fully flexible configuration either on-line or in
an ambulatory setting with the ability to record and analyze circadian
rhythmicity, immediate access to upgrades in software and
troubleshooting by engineers who are involved in the instrument and
software design (Somnologica TM), Y2K-compliant, and ability to record
ambulatory measurements for at least 48 hours. Embla TM is the only
ambulatory polysomnographic recorder that uses Windows NT and makes
engineering expertise available to the user and provides software
upgrades over its website, suppliesresearch quality and flexibility in
polysomnographic configuration and has the software to analyze
circadian rhythmicity. Embla data formatting allows it to be exported
easily to Excel, which we currently use for additional circadian rhythm
analyses. Finally, the Embla TM recorder is capable of including both
a core and several skin temperature channels so that measures of
alertness and sleep can be measured simultaneously with core and skin
