This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation Number
N00164-00-Q-0299 is hereby issued as a request for quotation (RFQ). The
proposed contract is 100% set-aside for small business concerns.
Incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-18 and DCN 20000627. The Standard Industrial
Classification Code for this procurement is 3825 and the size standard
is 500 employees. This requirement is for the following: CLIN 0001
Linear Amplifier, Instruments, Inc. P/N MS. Specifications can be
downloaded at are as follows: The M8 is a solid state Linear Amplifier
(Class AB) capable of driving resistive, capacitive or inductive load.
It can be driven into a short or open circuit, or an arcing load,
without damage to the amplifier. It is self protected against
overheating and against over-voltage of the internal power supplies, as
well as excessive AC line voltage. It operates as a voltage source. The
turns ratio of the output transformer may be changed with either a
local switch or by TTL remote control to match various loads. This is
a dual rated amplifier which has an output rating of 2,000 VA for a one
second burst at a 10% duty and a continuous rating of 800 VA. Output
current is automatically limited to a safe value consistent with the
temperature of the output transistor heat sinks. A current transformer
and an equalized voltage divider are brought out to BNC connectors
(grounded) on the front panel for use in monitoring the amplifier
output. Modular construction is used extensively with most parts
mounted on easily removable Printed Wiring Boards (PWB's). The chassis
is designed to tolerate adverse environmental conditions including
shock and vibration typical of transit and of shipboard type
installations. It is designed to operate in an ambient temperature of
0-40 degrees C. This procurement will be satisfied by using a
sole-source procurement to Instruments, Inc., San Diego, CA because
this equipment must be compatible with the interfacing and programming
formats used in the Digital Acoustic Data Test System (DADS). The
system is already programmed to control other amplifiers built by
Instruments, Inc. Delivery is required F.O.B. Crane, IN within 60 days
after award. Final inspection will be at NSWC Crane, IN. This will be
a firm-fixed-price contract and will be awarded utilizing Simplified
Acquisition Procedures. The contractor shall extend to the Government
the full coverage of commercial sale warranty provided such warranty is
available at no additional cost to the Government. Clauses/provisions:
52.211-14(DO); 52.211-15; 52.212-1; 52.212-3 Alt l [FILL-IN];
52.212-4; 52-212-5; (incorporating 52.222-21; 52.222-26; 52.222-35;

252.212-7001). The offeror shall provide its Commercial and Government
Entity (CAGE) Code, Contractor Establishment Code and Tax
Identification Number. To be eligible for award you must be properly
registered in the Government's Central Contractor Registration (CCR).
