SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION
AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB060161, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-18.*****The associated
Standards Industrial Classification Code (SIC) for this procurement is
3443, and the small business size is 500 Employees. This acquisition
is unrestricted.*****The National Institute of Standards and Technology
(NIST) has a requirement for a set of three (3) sealed heat pipes
(water, cesium and sodium) to serve as isothermal optical radiation
sources. *****The set shall be comprised ofthe following components,
and shall meet all listed specifications:*****(1) HP-1, a water heat
pipe, operating in the temperature range of at least 330 Kelvin to 520
Kelvin. The geometry of the HP-1 shall be the following: external
diameter of 75 +/- 1 mm, total length of 300 mm. Front flange of HP-1
shall contain a working cavity in the form of a cylindrical insert with
inner diameter of 40 +/- 1 mm, conical bottom with full apex angle of
110 degrees, and total internal depth of insert of 240 mm. Rear flange
HP-1 shall be equipped with 2 thermometer wells (thermowells) with
total length of 260 mm and internal diameter of 7 mm. Through the
specified temperature range, the thermowells shall be able to
accommodate temperature sensors with sheath having outer diameter of
6.5 mm. The heat pipe shall have temperature non-uniformity along the
thermowells and rear half of the inserts not to exceed 25 mK.*****(2)
HP-2, a cesium heat pipe, operating at normal atmosphere in the
temperature range at of least 570 K to 870 K. The geometry of the HP-2
shall be the following: external diameter of 60 +/- 1 mm, total length
of 300 mm. Front flange of HP-2 shall contain a working cavity in the
form of a cylindrical insert with inner diameter 25 +/- 1 mm, conical
bottom with full apex angle 1 of 10 degrees, and total internal depth
of insert of 240 mm. Rear flange of HP-2 shall be equipped with 2
thermowells, with total length of 260 mm and internal diameter 7 mm.
The surface of the insert shall be oxidized by annealing at normal
atmosphere and temperature of 1350 K for 20 hours. Over the whole
specified temperature range, thermowells shall be able to accommodate
temperature sensors with sheath having outer diameter of 6.5 mm. The
heat pipe shall have temperature non-uniformity along the thermowells
and rear half of the inserts not to exceed 25 mK.*****(3) HP-3, a
sodium heat pipe, operating at normal atmosphere in the range of at
least 830 to 1340 K temperature range. The geometry of the HP-3 shall
be the following: external diameter of 60 +/- 1 mm, and total length of
300 mm. Front flange of HP-3 shall contain a working cavity in the form
of a cylindrical insert with inner diameter of 25 +/- 1 mm, conical
bottom with full apex angle of 110 degrees, and total internal depth of
insert of 240 mm. The surface of the insert shall be oxidized by
annealing at normal atmosphere and temperature of 1350 K for 20 hours.
Rear flange of HP-3 shall be equipped with 2 thermowells, with total
length of 260 mm and internal diameter of 7 mm. Through specified
temperature range, thermowells shall be able to accommodate temperature
sensors with a sheath having outer diameter of 6.5 mm. The heat pipe
shall have temperature non-uniformity along the thermowells and rear
half of the inserts not to exceed 25 mK.*****All three heat pipes shall
be covered by a manufacturer's warranty for one (1) year or one
thousand (1000) hours of operation at maximal temperature.*****Delivery
is required within six (6) months after receipt of purchase order
(ARO); Delivery location is the National Institute of Standards and
Technology, Building 301, Shipping and Receiving, 100 Bureau Drive,
Gaithersburg, MD 20899-0001. The FOB point shall be DESTINATION,
Gaithersburg, MD.*****Quotations will be evaluated in accordance with
Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of
quotations or offers. Award will be made based on vendors' (A)
Technical Capability to Meet Specifications (vendors shall address all
specifications, and shall provide indication of understanding and
ability to meet requirements); (B) Past Performance/Experience (vendors
shall provide three references to whom comparable units have been sold
over the past five years, including organization name, point of
contact, phone number, and fax number for each); and (C) Price. (A) and
(B), when combined, are more important than (C).*****The Government
anticipates awarding one purchase order resulting from this combined
synopsis/solicitation to the responsible vendor whose quotation,
conforming to this synopsis/solicitation, will offer the BEST VALUE to
the Government, price and other factors considered.*****The Government
reserves the right to make award without discussions and vendors are
encouraged to submit their complete offer, with best possible
pricing.*****Vendors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the vendor's taking exception to
it.*****All vendors are to include with their quotes, a completed copy
