is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). CASE
MANAGEMENT SYSTEM FOR FIFTEEN (15) USERS. Functional Requirements: A.
Case Management, including the ability to: a) cut and paste relevant
text directly into the system from any electronic research source, b)
track any case-related document by dragging-and-dropping onto the
matter and automatically loading the document along with the
appropriate application, c) perform full text searching recognizing all
popular file formats, d) synchronize with PalmPilot, e) view on one
screen all documents sent and received, f) perform full-text indexing
of word processing documents, g) perform searches using natural
language, fuzzy searching, phonic searching, stemming, and synonym
searching, h) automatically shadow word processing documents to the
local hard drive, i) catalog images, spreadsheets, charts, videos and
audio clips, j) use drag and drop customization for custom fields
documents and reports, k) ability to display on one tabbed screen a
list of all matters with their accompanying case information including
at least client, description, status, and matter ID, l) for a selected
matter, simultaneously display history of events related to the case,
including open and completed docket items, reminders, notes and
documents, and m) the ability to customize its database through
unlimited custom tabs and fields. B. Contact Management, including: a)
a central address book with an unlimited number of client contacts for
each case, b) automatic tracking of addresses, carbon copies and blind
copies, c) the ability to generate multiple document versions, each
with its own custom addressing and information, and immediately see
recipients for any document related to a case, d) the ability to
display on one tabbed screen a list of all contacts with their
accompany information including at least company, class, title and
phone numbers, and e) the ability to customize its database through
unlimited custom tabs and fields. C. Conflicts Searching, including the
ability to: a) find related parties, every case they are related to,
and any other contact with whom they're associated, b) do automatic
conflict checks based on the file opening information, and c) ability
to search all custom fields in addition to standard fields. D.
Docketing, including: a) rules-based calendaring, b) 16 pages of
free-form notes on each docket event that automatically appear as part
of e-mail reminders and notations on the Outlook calendar, c) calendar
integration with Outlook to have group scheduling and multiple views
including daily, weekly, monthly, group, side-by-side, and master; d)
the ability to always docket within the context of a case, e) the
ability to relate docketing back to the source department, f) the
ability to link all persons involved to each docket event, ensure they
receive all corresponding reminders and track responsible persons, g)
the ability to review all events for which a person is responsible or
all uncompleted tasks on a case, h) the ability to track the location
of each docket event, i) the ability to track an unlimited number of
reminders for each docket event, j) the ability to schedule unlimited
reminders and have them sent to the appropriate person via Eudora
e-mail, k) the ability to use any browser to view the events, l) the
ability to attach notes to docket events, documents, or each other, and
m) the ability to change one date and automatically cascade down to all
related events and reminders. E. Relationship Management, including: a)
the ability to track an unlimited number of contacts, each with an
unlimited number of addresses, phone numbers and related cases, b) the
ability to track e-mail and web page addresses and launch directly to
Eudora 4.0 and Netscape 4.7 or Internet Explorer, c) unlimited
categories to classify contacts, d) notes capability in the contacts,
e) unlimited number of custom tabs and fields, f) different tabs of
custom fields that appear only for appropriate types of cases, and g)
the ability to attach a name from the contact manager to a mailing
list. F. Task Management a) the ability to track unlimited non-court
related tasks such as "to do's", and b) the ability to sort tasks by
date, event class, professional G. 32-bit SQL and n-tier architecture
H. Web Portal providing authorized users controlled access to system
via the Internet from any web browser, including the ability to check
case status on-line and check documents in and out. I. Legalex Court
Rules J. Built-in Integration with Outlook, Eudora, Microsoft Word 95,
Word 97, Word 2000 and WordPerfect 8, Excel, PowerPoint, Adobe PDF
Writer, and Netscape. K. Built-in Worldox Integration, including the
ability to: a) create a document and have the profile automatically
filled out, and b) add new clients and matters in the case management
system and have them automatically appear in document management
system. L. Built-in Hot Docs Integration, including the ability to: a)
create event-driven document assembly, and b) create forms using word
processing and using any fields by clicking and dragging the fields
into the document. M. Records Management, including the ability to: a)
use portable bar coding to track all the physical files that go with
cases, b) customize file labels using drag-and-drop report writer, and
c) keep a file location history. N. Report Writer, including the
ability to: a) design custom reports using drag-and drop and e-mail via
Eudora, b) perform natural language queries, c) save queries for future
reference, d) preview a report on-screen before printing, e) use custom
fields in the reports, and f) view reports with other applications, in
addition to the provided case management system. O. System
Administration a) Menu Interface for setup of user accounts, b) System
Startup/Shutdown and Performance Tools, c) Security Management at the
field, table, screen, user, group and web portal levels, d) System
Logging on access and updates, and e) Batch Processing. Training,
Maintenance and Consulting Requirements A. Front Office Administrative
Training (two days, up to two people). B. Front Office On-Site Project
Scoping, Definition and Training (six days). C. Data Conversion from
ASCII files -- i.e., clients, matters, docketing. D. Import Routine
from TechTracs to routinely and automatically export designated fields
from TechTracs to the case management system. System Requirements A.
Database Management System -- MS SQL Server B. Client Systems Operating
System -- Windows NT and Windows 2000, Mac OS using Virtual PC
Processor -- Intel Pentium III with min 100M, Mac G4 The provisions and
clauses in the RFQ are those in effect through FAC 97-19. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 7374
and $18M, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to NASA LANGLEY RESEARCH CENTER is required within 30 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-A7. Quotations for the items(s) described above are
due by 4:00 P.M., AUGUST 14, 2000 and may be mailed or faxed to NASA
LANGLEY RESEARCH CENTER, MAIL STOP 126, HAMPTON, VA 23681, ATTN: MARIE
W. HAMANN (FAX) 757-864-6881 and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters

Quoters shall provide the information required by FAR 52.212-1. If the

Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements including delivery as so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance, and delivery are
essentially equal in importance. It is critical that offerors provide
adequate detail to allow evaluation of their offer (see FAR
