USAF Arnold Engineering Development Center (AEDC), 100 Kindel Drive, Suite A335, Arnold AFB TN 37389-1335 intends to procure, technical and program integration services and selected research on a sole source basis, from MSE, Technology Applications, Inc., Butte, Montana. Research includes development of enabling technologies and conceptual design criteria leading to the design, fabrication, and operation of a medium-scale hypersonic wind tunnel with Mach 8-15 test capabilities. This sole source is being accomplished under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. MSE is the only source with detailed knowledge and unique experience on the MARIAH and RDHWT/MARIAH II research programs to conduct this integrally related research. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, and any other information that demonstrates their ability to meet AEDC's needs. Detailed capabilities must be submitted to the above. All information shall be furnished at no cost or obligation to the Government. This synopsis is not to be considered a request for proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice on or about December 1, 2000.
