In May 1996, the National Institute of Standards and Technology (NIST), Gaithersburg, Maryland awarded a contract to Research Triangle Institute (RTI), 3040 Cornwallis Road, Research Triangle Park, NC 27709. This scope of work required RTI to furnish the personnel, materials, equipment, services, and facilities to perform a program of review, evaluation, and development of proficiency testing materials in support of the National Voluntary Laboratory Accreditation Program (NVLAP). This accreditation is for asbestos analysis using polarized light microscopy (PLM) and transmission electron microscopy (TEM). The contract contained options for additional testing and time extensions for three additional twelve-month periods. To date RTI has been performing satisfactorily and the options have been exercised. The technical office is in the process of significantly restructuring the comprehensive statement of work to re-compete the requirement, however, this effort is taking longer to finalize than anticipated.It is NIST's plan to continue this contract with RTI (thereby eliminating any gap in providing laboratory accreditation) for an additional two rounds (for 12 additional months) of PLM and TEM proficiency testing. By extending the current contract, NIST will be able to complete the restructuring of the new requirement and complete the procurement process. See Numbered Note 22 and 26.
