enter into a sole source purchase order with TEKsystems of Hanover, MD
under the authority of 41 USC 253(c)(1). The National Institute of
Standards & Technology (NIST), Information Technology Laboratory (ITL),
Distributed Computing and Information Services Division has a
requirement for the following two services: (1) Assistance in migrating
the NIST-developed Remedy module from REMEDY Action Request System
(ARS) version 3.2 to ARS version 4.5, including development and
delivery of appropriate solutions to NIST requirements, including
evaluation of current workflow processes,
exporting/modifying/developing new workflow definitions from version
3.2 to version 4.5, and support re-hosting the NIST Remedy module to a
new server; and (2) On-site engineering support to assist the PC
Support group with providing the newly implemented PC Buying Service to
NIST customers with no interruption or delays in the service currently
being provided to NIST customers. For service (1) above, TEKsystems
has unique capabilities and prerequisite knowledge for assisting NIST
with upgrading the call tracking system according to the requirements
in the Statement of Work (SOW). Additionally, TEKsystems engineers are
already trained on the tracking system in place and will be able to
perform the requirements in the SOW by the required completion date of
September 29, 2000. Any other company would require a substantial
investment of time in training, which would be expected to negatively
impact the schedule for completion by September 29, 2000. For service
(2) above, TEKsystems currently provides help desk support for NIST and
have the prerequisite knowledge to provide support to the hardware and
software configurations used throughout NIST. Additionally, TEKsystems
is already familiar with standard and nonstandard software applications
used throughout NIST; any other company would require substantial
training to familiarize themselves with the various combinations of
software configurations used at NIST, especially the non-standard
software configurations. Prior knowledge of these applications is
required for timely and cost-effective configuration, installation and
deployment of newly acquired systems by September 29, 2000. The
Government anticipates the sole source award of this purchase order to
TEKsystems using FAR Part 13, Simplified Acquisition Procedures. The
estimated award date is 5 days after publication of this notice. The
period of performance for services (1) and (2) will be date of award
through September 29, 2000. Interested persons may identify their
interest and capability to respond to the services requirements noted
above. This notice of intent to award a sole source purchase order to
TEKsystems is not a request for competitive quotations; however, the
Government will consider all responses received by 5 days after
publication of this notice. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
is solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. A Request for Quotation
