The Centers for Disease Control and Prevention intends to enter into negotiation for a sole source purchase order under Simplified Acquisition Procedures to secure an analysis of a subset of variables collected by the Columbia University staff and their HUD and HRSA collaborators from the 1996 and 1997 evaluation study cohorts. This analysis will contribute to the existing research literature on the relationship between housing status and HIV risk behaviors. Because of the size and national scope of the evaluation data set, this analysis will help to clarify whether housing affects HIV risk, and whether this effect is influenced by demographics or the receipt of additional health and social services. Findings will assist CDC in planning for future approaches to HIV prevention. Specific dependent variables to be selected for the CDC data set are those measuring HIV risk behaviors (risky sexual behavior, injection drug use, sex trading) and their predictors (demographic variables, HIV status, receipt of housing through HUD projects and the type and length of housing, receipt of health services through HRSA projects and the types of services received). The standard industrial classification code (SIC) is 8099. Small business size standard: Average annual receipts for each of the three preceding fiscal years do not exceed $5M.
