COMMERCE BUSINESS DAILY ISSUE OF AUGUST 17,2000 PSA#2666 BROADCAST TELEVISION AND MEDIA VENDOR The Environmental Protection
Agency Plans to award a Sole Source simplified acquisition Blanket
Purchase Agreement (BPA) to TV Access/Filmcomm 641 North Avenue
Glendale Heights, Il 60139. Any potential contractor that feels their
firm can perform this work and meets the criteria as stated,should read
the salient criteria as listed below (#1-12) and address each criteria
and how your firm meets or exceeds the criteria. Please give specific
years where "number of years" are required. A summary of the work to
be performed follows the criteria. Salient Vendor criteria and
experience required: 1. Maintains or has access to a database of all
FCC licensed radio and TV stations and cable operators (more than
15,000 stations) in the U.S. Database must be cable of tracking each
stations technical specifications and equipment specs, PSA usage,
retrospective history of stations past performance, management and
stations contacts. Database must be updated on a weekly basis and
various reports provided upon client need within 24 hours. Survey
stations yearly for playback format preference and other pertinent
information that will be used in the database. Database must be able to
capture and cross reference at least 500 other PSAs released to track
station usage, how many hits were reported by each station for each
release, where and when. 2. Vendor must be a current and active
professional member (as listed in the official 2000 membership guide)
for a number of years and held board member positions in the National
Association of Broadcasters for Community Affairs (NBACA). 3. Must have
an existing TV reporting service in-place including audience
information in thirteen demographic profiles in hard copy or on
internet. This reporting must include audience information including
day, date and time of each airing; can be sortable by districts,
regions and markets; includes graphing information by week, daypart and
station network. 4. In-house or access to edit and mass duplication
capabilities with facilities and equipment onpremises meeting all
broadcast standards and formats as required by various TV stations
across the nation and able to accommodate same day turnaround requests
if needed. In-house duplication facility must be able to duplicate in
formats such as VHS, Betacam, Betacam SP, 3/4", CD and cassette tapes
for same day turnaround. Have experience and capability in working
with 16mm film as well as inspection equipment with the ability to
clean and repair films as needed. 5. In-house or access to capability
to embed electronic footprint on all broadcast spots with the nation's
largest media tracking firm A.C. Neilson coding for tracking by
daypart, market and type. 6. Have a ten (10) years of broadcasting
experience with Sigma electronic tracking and BDS electronic tracking
which is the nation's broadcast standard for tracking. 7. Extensive
knowledge of broadcast media pricing formulas and ADI market planning.
8. Have a number of years of historical data and experience in
broadcasting stations placement and usage of PSAs by station, market
and city. 9. Have established current, personal contact and
relationship with TV networks for a number of years. 10. Established
relationships with broadcasting networks and station's affiliates
management across the nation. 11. Professional member of the American
Advertising Federation. 12. Attended a number of annual meetings of
NBACA and NAB. Summary of work to be performed: To meet our unique
needs, and those of broadcast media stations, our non-profit volunteers
and stakeholders, IED requires a media vendor that has a very specific
set of broadcasting skills and facilities, and can perform technical
and marketing tasks all related to the broadcast and media industry.
Below is a listing by category of the very specific and esoteric types
of services we require. Broadcast Media Industry Expertise IED is in
need of a vendor that is technically able and well-positioned within
actual media industry contacts to provide a number of media-specific
services. These include: Tapping into establishing relationships with
broadcast networks such as ABC, CBS, NBC, FOX, CNN, etc.; Comprehensive
media database tracking all the video equipment specifications and
format standards of each broadcast station in the country especially as
technical specs evolve and change rapidly Providing direct access to
and appointments with media management and gatekeepers; Promoting and
distributing our PSAs to movie theaters and other points in the
marketplace where these messages could be played; Tracking and
documenting A.C. Neilsen results and immediate access to these results
via a password-protected website; Unique database of updated lists of
contacts at schools, non-profit organizations, hospitals, etc.;
Capacity to directly track the play of PSAs on broadcast stations (this
will require the unique ability to provide electronic foot-printing on
all broadcast materials, and to track all spots electronically by
time, date, station, and location of PSA play); Broadcast industry
knowledge and formula that accurately forecasts total dollar value of
media donations, including comparison to other similar campaigns; Video
News Release (VNR); distribution to broadcast stations; Providing
"Arbitron" audience figures and percent of network affiliates by
market. Promotion, duplication, and reproduction of all broadcast PSA
and VNR Materials These PSAs require broadcast format duplication and
packaging suitable to meet the technical specifications for broadcast
TV and/or radio stations. Necessary services include: Duplication of
broadcast format PSA materials for television, cable, radio stations
and film cinemas One-day turn-around of duplication of requested
materials Capacity to duplicate hundreds of TV and radio products in
bulk Generation of postcard alerts advertising the availability of new
PSA materials Creation and maintenance of a preview website which
includes a way to order the PSAs on-line Initial Announcement and
Preview of PSA Materials to Partner Volunteers and Stakeholders IED
will need the vendor to carryout a limited "Sneak Preview" of PSA media
materials (including TV, radio, and print) to a list of non-profit
volunteers and stakeholders and via an internet website. Fulfilment of
Partner Orders for Media Stations IED needs a vendor that can supply
station's requests and equip volunteers with PSA materials for personal
visits and promotions to media outlets in their community. Partners and
volunteers may place an order to the vendor for any of the PSA campaign
materials. The vendor will need to fill these requests within 5 days of
receipt as they come in and must be equipped to receive orders via
telephone, fax or email 7 days a week and 24-hours a day. The
contractor must also have the capacity to create and maintain a
password-protected website that will allow for a confidential
previewing of broadcast spots before release of all current PSA
materials (TV, radio, and print) for all three campaigns (SHS, radon,
and asthma), as well as media station previewing and ordering for all
three campaigns. In addition to tracking partner activities, this
vendor must have the capacity to directly track the play of all of the
PSAs on broadcast stations and link that to partner orders. This will
require the capacity to provide electronic foot-printing on all
broadcast materials, and to track all spots electronically by time,
date, station, and location of PSA play. Compilation Video Production
and B-Roll IED will require the vendor to develop and maintain an
updated compilation video of all the PSA campaigns and B-Roll.. The
vendor will need to update the compilation video each time a new PSA is
released, and upon request from EPA. In addition, IED will require a
"loop" video, of each new individual PSA campaign as it is released and
includes all existing PSAs created for TV. Maintenance of a Library of
all EPA Master Videotapes and Films This would include professional
video storage and maintenance of a complete library listing of IED's
television films and videos available for duplication and distribution.
