Internal Revenue Service (IRS) intends to negotiate a non-competitive
contract with Johnson Controls Incorporated, 2065 Nonconnah Boulevard,
Memphis Tennessee 38132 for the maintenance of a Government owned
security alarm system and monitoring of a Government owned fire alarm
system at the Memphis IRS Center (MIRSC), 5333 Getwell Road, Memphis
Tennessee. The security system in use at MIRSC is the Cardkey Pegasys
1000, a multi-user, multi-tasking PC based system with a central
processing unit, remote data gathering panels, reader interface
modules, closed circuit televisions, multiplexers, Video Recorders, and
printers linked together via a communications network. The
communications network is distributed throughout the facility through
the use of telecommunications frame rooms. Interfacing with the Cardkey
security system are the Cardkey video badging system, a TOA master
intercom system, a Burle/Phillips closed circuit television system, and
the Simplex fire alarm system. Currently the system includes over 30
different devices and over 900 pieces of equipment and additional
equipment may be added. Contractor is expected to maintain an inventory
of common devices, equipment, parts, and supplies necessary to make
immediate repairs or replace malfunctioning equipment. Personnel
requirements include an on site technician certified as trained by the
manufacturer, Cardkey, to perform preventive and remedial maintenance
on all equipment, an additional technician as required, and a project
manager to serve as point of contact for resolution of administrative
issues. The proposed contract action is for services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Service are being solicited and awarded as
a Commercial Item in accordance with FAR 13.5. This notice of intent is
not a request for competitive proposals. Written responses to this
synopsis should be received within 15 days of this announcement and
should include sufficient documentation to establish capability to
fulfill the requirement. Documentation must establish that you have
technicians trained and certified by the manufacturer and that you will
be able to provide an on site and backup technician in Memphis. Written
responses will be used to determine if this acquisition will be made
competitive. A determination by the Government not to compete this
proposed contract action based upon responses to this notice is solely
