66 -- MULTI-CHANNEL ACQUISITION PROCESSOR (MAP) SYSTEMS SOL 263-00-B(GG)-0050 DUE 082800 POC Catherine Hiltner, Contracting Officer, (301) 402-3063, 6011 Executive Blvd., Rm. 537C, Rockville, MD 20852 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation WILL NOT be issued. The solicitation, number 263-00-B(GG)-0050, is issued as an invitation for bid. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This action is 100% set-aside for small business. The Standard Industrial Code (SIC) is 3826; small business size standard is 500 employees. The contractor shall furnish and install a quantity of four (4) multi-channel acquisition processor (MAP) systems of standard configuration. These systems shall include the following performance characteristics and features: (1) systems shall be capable of amplifying, processing, and acquiring data from 16 spike channels and 64 analog channels in real time; (2) each system shall include a 16 channel preamplifier box with field potential; (3) each system shall include 8 channel headset plugs with cables; (4) one each per system preamplifier accessory kit; (5) one each per system sharp cut-off, low-pass filter option for 16 channels; (6) one each per system MAP control program software, add-on for existing Pentium I system; (7) one each per system National Instruments 64 channel analog/digital board, breakout box, cables and adapters, and driver software; (8) one each per system Hameg 407 analog/digital monitor oscilloscope; (9) one each per system personal computer with 800 MHz Pentium III, 256MB RAM, 512 MB Cache, a minimum of 10 GB hard drive, CD-RW, and dual 19" monitors. The contractor shall also provide a quantity of one Neuroexplorer data analysis software. The contractor shall provide on-site training for an unlimited number of Government employees, including manuals, for a period of one week following installation. The contractor shall extend tothe Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the inspection clause, nor does it limit the Government's right with regard to the other terms and conditions of this contract. Delivery shall be f.o.b. destination, within consignee's premises to the National Institutes of Health, Building 49, Room 1B80, Bethesda, MD 20892. Inspection and acceptance will be made at destination. The Government desires delivery within 60 calendar days from date of contract award. If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the Government's REQUIRED delivery schedule of 120 calendar days after contract award. The Government will award a contract to the lowest, responsible bidder whose bid conforms to the solicitation. The following FAR provisions/clauses are applicable to this solicitation and any resultant contract: FAR 52.212-1, Instructions to Offerors -- Commercial Items; 52.212-4, Contract Terms and Conditions -- Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. The following FAR clauses cited in paragraph (b) of clause 52.212-5 are applicable: 52.203-6, 52.219-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. As an addendum to the provision at FAR 52.212-1, FAR clause 52.214-21 entitled Descriptive Literature is applicable. The descriptive literature is required to establish, for the purpose of bid evaluation and award, details of the product the bidder proposes to furnish as to configuration, performance characteristics, etc. Descriptive literature must be (1) identified to show the item(s) of the offer to which it applies and (2) be received by the time specified in this solicitation forreceipt of bids. Failure to submit descriptive literature may require rejection of the bid. The failure of descriptive literature to show that the product offered conforms to the requirements of this solicitation will require rejection of the bid. As an addendum to FAR 52.212-4, the following clause shall apply: "Year 2000 Warranty -- Commercial Supply Items": The contractor warrants that each hardware, software, and firmware product delivered under this contract and listed below shall be able to accurately process date data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries and the Year 1999 and the Year 2000 and leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products (e.g., hardware, software, firmware) used in combination with such listed product properly exchange date data with it. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed productsas a system. The duration of this warranty and the remedies available to the Government for breach of this warranty shall be as defined in, and subject to, the terms and limitations of the contractor's standard commercial warranty or warranties contained in this contract, provided that notwithstanding any provision to the contracry in such commercial warranty or warranties, the remedies available to the Government under this warranty shall include repair or replacement of any listed product whose noncompliance is discovered and made known to the contractor in writing within ninety (90) days after acceptance. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance. Year 2000 Compliant Items: Personal computers and all software. Bidders respondingto this solicitation must submit to this office: (1) price quote on company letterhead for the item(s) identified above to include unit price and extended price, f.o.b. destination, prompt payment terms, correct remittance address, a completed copy of FAR clause 52.212-3 (Feb 2000), Offeror Representations and Certifications -- Commercial Items.
