a combined synopsis/solicitation for Commercial Items, prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation and a separate written solicitation will not be
issued. This solicitation, No. NCI-RFQ-00197-NV, includes all
applicable provisions and clauses in effect through FAR 97-19. The
acquisition will be made pursuant to the authority in FAR 13.5 to use
simplified procedures for commercial acquisitions. Requirement: The
National Cancer Institute, Division of Basic Sciences, requires an
Imaging System for studies requiring the capture of multicolor
fluorescent in situ hybridization (M-FISH) images. The system shall
contain a computer software interface to an existing Olympus, Model
AX70 microscope providing automated filter block changing and six (6)
fluorochrome image capture. The system shall include a cooled CCD
camera (grade 2) with a twelve (12) bit resolution (4096 gray scale);
1317 X 1035 pixel array, 6.8 X 6.8 um pixels; the spectral response
shall be 400nm to 1000nm; shall be metachrome coated for greater
sensitivity in the blue regions of the spectrum; and, shall include a
PCI frame grabber, power supply and cabling. The system shall have
multicolor analysis facilities to accommodate both M-FISH combinatorial
and M-FISH ratio labeling strategies and include a customized
fluochrome map panel for differentially labeling chromosome p and q
arms. The system shall provide standard reference intervals for the
comparative genomic hybridization technique, used to study chromosomal
imbalances. Shall have a high resolution Comparative Genomic
Hybridization (CGH) program with a detection sensitivity from 10 -- 12
Mbp to as low as 3 Mbp (of crucial importance in the diagnosis of
dyschromosomal children). The system shall support Rx-FISH color
banding analysis software, and include automatic classification of
cross species hybridized chromosomes for detection of interchromosomal
rearrangements. The system shall include software allowing access to
patient case files (encrypted for patient protection), via an Internet
web site. Shall be compatible with laboratory data base programs such
as the Shire Management System (SMS). System shall allow two-way
communications between system lab management software to eliminate
duplicate entry and reduce clerical errors. The Contractor shall
include the following at no additional cost to the Government: 1)
On-site installation and user training, to include; on-site testing of
the system and related peripheral components; an application
specialist to train laboratory staff members (2-3 days training) on all
system features including system maintenance; and, assist in setting up
print templates, macros, classifiers, and remote communications. 2) A
one (1) year warranty to cover all hardware, software and related
hardware peripherals; shall include replacement and/or loaner
components, engineering and travel expenses. 3) Toll-free technical
support shall be provided Monday through Friday, 8:00am -- 8:00pm,
during the warranty period. 4) Software updates shall be provided free
during the warranty period. Nothing in the warranty shall be construed
to limit any rights or remedies the Government may otherwise have under
this contract with respect to defects. Delivery time shall be within 45
days after award. Delivery shall be FOB Destination or FOB Origin with
transportation insurance provided by the vendor with inside delivery.

OTHER THAN CENTRAL CONTRACTOR REGISTRATION. Offerors shall provide
descriptive literature, warranties, and/or other information in
sufficient detail to demonstrate that their quotation fully meets the
requirements of this solicitation. The contract will be awarded to the
lowest price offer that fully meets the requirements of this
solicitation. The award will be in the aggregate for all items listed
herein. Offers shall be in writing and one original and three copies of
the following shall be submitted: 1) A completed SF-18 or SF-1449 with
a completed "Schedule of Offered Supplies/Services," signed by an
authorized individual to bind the organization; 2) A completed copy of
FAR 52.212-3 "Offeror Representations and Certifications -- Commercial
Items -- with Duns Number Addendum," signed by an authorized
representative of the offeror; 3) descriptive literature and other
information indicating that the quotation meets the requirements; 4) A
copy of the most recent published price list; and 5) acknowledgment of
amendments, if any. All offers and related materials must be received
in the noted office by no later than 2:00 PM EST on September 5, 2000.
