This is a full and open competition combined synopsis/solicitation DAAD16-00-T-1141, for commercially available Concealable Stab Protective Body Armor (CSPBA) which may require minor modifications (such as color, location and number of adjustable straps, side overlap coverage, information required by the government on the care and instruction labels, deletion of pocket for the trauma insert, to meet government requirements). The CSPBA vest consists of a carrier and soft ballistic/stab inserts. The CSPBA vest shall meet the following performance requirements: NIJ certified for 9mm, FMJ, 124 grain at 1400 ft/sec (NIJ Special Requirement) with a maximum depth of deformation of 1.73 inches (44mm); meet the State of California Department of General Services Test Method and Procedures 8470-BS001, Armor, Thrust, Insert dated November 1994 using 10% ballistic gelatin as the back up material for stab; the soft ballistic/stab inserts shall be made from flexible textiles materials; maximum area density 1.5 lb./sq.ft; maximum weight 6.5 pounds for a medium size vest and concealable/undetectable at 5 meters under the Battle Dress Uniform (BDU). The vest shall provide side ballistic protection with one-inch minimum overlap, tails, and side adjustability with two straps on each side. Easily donned and doffed without the help of another person and designed to provide maximum comfort, mobility and flexibility while increasing protection levels and minimizing weight and thickness. The CSPBA carrier shall be Tan, similar to #380 in color per Federal Standard 595A, and launderable using commercially approved laundering procedures. A certificate of compliance will be acceptable for conformance to industry standards for fabric shrinkage of the carrier fabric(s)(both directions). Materials used shall not create any hazards that might negatively impact the health, safety and performance of the user. Material Safety Data Sheets (MSDS) for the carrier fabric(s) shall include finishes to confirm there is no toxicity concern to the wearer. The CSPBA vest performance shall not degrade when stored and operated in climatic design types of hot, cold and basic, IAW Army Regulation 70-38 ("http://www.usace.army.mil/inet/usace-docs/army-reg/ar70-38"). The CSPBA carrier and ballistic/stab inserts (front and back) shall be clearly labeled in accordance with commercial practices for care and use and any additional information required by law. In addition to all necessary labels, the contractor is required to include a durable label on the ballistic/stab inserts (front and back) specifying which side is to be worn next to the body. This label shall be placed in a visible area of the insert and it shall read "THIS SIDE NEXT TO THE BODY" in capital letters and a minimum font size of 20. An instruction sheet or instructions on the care label on how to properly remove/insert the soft ballistic inserts in the carrier along with maintenance and precautions shall also be included. The CSPBA will be custom made. Individual body measurements to be provided by the government at the time of award of a purchase order and at the time any optional quantities are exercised. A Seven-year Warranty on the CBA is required with a ten-year warranty desired by the Government. The government requires a one-year warranty on the CSPBA Carrier. A training manual and video is also required with each vest. The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division, located at the U. S. Army Soldier & Biological Chemical Command, Natick, MA will award up to three (3) purchase orders (within funding constraints) for up to a maximum quantity of 60 each, (30 male and 30 female) CSPBA vests for user evaluation/acceptance. Items will be technically evaluated and field-tested for the following criteria: ballistic and stab protection, concealability, weight, and human factors to include user acceptance/preference and durability. Ballistic and stab protection is the most important criteria, but concealability, weight, human factors, including the user acceptance/preference and durability are of equal importance to each other. It will take approximately twelve (12) months from the time of award of a purchase order until the completion of the government user evaluation and down-selection. If items are evaluated acceptable in the criteria defined above, the Government may exercise an option to procure up to a maximum quantity of 1,000 CSPBA vests and 1,000 additional carriers to one company based on feedback from user evaluation (down-selection to one contractor will be based on criteria delineated above) and the item offering the best value to the Government. The required delivery of the initial quantity is 30 calendar days after award of purchase order(s) and within 60 calendar days following exercise of the optional quantity (1,000). Offerors may propose a different delivery schedule in their quotations that may provide earlier delivery, but may not propose a later delivery date than the Government's required delivery time. The Government desires delivery of the optional quantities within 30 calendar days following award or exercise of option. The Government reserves the right to exercise the option as many times as necessary until the maximum quantity is ordered. The delivery address for the 60 vests (CLIN 0001AA and CLIN 0001AB) is U.S. Army Soldier Biological & Chemical Command, Natick, MA 01760. Optional quantities (CLIN 0002) will be delivered to the following CONUS and OCONUS locations: Korea (30 each), Germany (80 each), Illinois (51 each), North Carolina (51 each), Kansas (549 each), Kentucky (58 each), Oklahoma (58 each), Washington (57 each), Mississippi (54 each), and Massachusetts (12 each). Proof of delivery of each shipment shall be furnished to the Contract Specialist, Maria Luis, in order to expedite payment to the contractor. All items shall be preserved, packaged and shipped FOB Destination in accordance with best commercial practices to the above locations. This synopsis/solicitation is prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement will constitute the only solicitation. Vendors are required to submit a hard copy proposal (to include product literature and test data), ballistic panels, and product samples as described herein. Addenda, 52.212-2(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, in descending order of importance, shall be used to evaluate offerors proposals, ballistic panels, and product samples: Technical, Price, Warranty, and Past Performance. The Technical area is greater in importance than Price and Warranty. Warranty is slightly more important than Past Performance. All evaluation factors other than price, when combined, are approximately equal to price. The Technical area will be evaluated for: the proposed items' capability to meet the solicitation requirements as demonstrated by the written proposal (to include all test data; the California Ice Pick test data needs to be from an independent laboratory, and NIJ certification), product literature, ballistic panels (two) and product samples submitted (two: one male and one female). The product sample submitted shall be a medium size male and female to fit the following body measurements: male -- 42-44" chest and the female -- 36" chest (bust). Sample vests will be evaluated for concealability, weight, human factors, donning, doffing, and design. The ballistic panels (14"x14") will be evaluated for area density, thickness, and stiffness. Price will be evaluated for price realism, fairness, and reasonableness. Warranty will be evaluated for length and terms of warranty. Past Performance: Vendor's recent relevant experience in providing these or similar items will be evaluated for performance risk. Vendors shall submit a written technical proposal not exceeding (15) pages which describes how their item(s) meet the requirements stated herein. Vendors shall submit a written past performance proposal not exceeding (5) pages, which describes their recent, relevant experience in providing CSPBA or similar items. Vendors shall submit with their proposal two (2) ballistic panels and two (2) product samples (one each male and female) (sizes described above) that meets the requirements stated herein. Pricing shall be submitted in the vendor's format, but each CLIN listed above must have pricing associated with it. Offers shall be submitted to: U. S.
