hereby soliciting information for potential sources to support key
areas of the Geostationary Imaging Fourier Transform Spectrometer
(GIFTS) mission associated with chemistry measurement feasibility
assessment, algorithm development and characterization, and chemistry
measurement concept and data product validation. The Geostationary
Imaging Fourier Transform Spectrometer (GIFTS) was selected in December
1999 as the New Millennium Program (NMP) Earth Observing-3 (EO-3)
mission. GIFTS will combine new and emerging sensor and data processing
technologies to make geophysical measurements that will contribute to
NASA's Earth Science Enterprise (ESE) goals. Among GIFTS's objectives
is the production of time- and space-dependent ozone and carbon
monoxide concentrations within several vertical layers of the
atmosphere. Contractor tasks include: 1. Retrieval and error analysis
studies resulting in a preliminary assessment of the chemistry product
measurement capability expected from GIFTS, demonstrated by simulation
results. 2. Development of a plan for validation of the GIFTS chemistry
measurement concept and subsequently obtained data products. 3.
Development of retrieval algorithms for production of Level 2
atmospheric chemistry products from Level 1 GIFTS calibrated radiance
spectra. 4. Error analysis that addresses all significant sources of
error expected in the chemistry retrievals as well as the GIFTS
measurement sensitivity to observing relevant geophysical phenomena. 5.
Post-launch chemistry product validation. No solicitation exists;
therefore, do not request a copy of the solicitation. If a solicitation
is released it will be synopsized in the CBD and on the NASA
Acquisition Internet Service. It is the potential offerors
responsibility to monitor these cites for the release of any
solicitation or synopsis. Interested offerors having the required
specialized capabilities to meet the above requirement should submit a
5 page technical capability statement including a description of
relevant experience and past performance (list of customers covering
the past five years, highlighting relevant work performed, contract
numbers, contract type, dollar value of each procurement; and point of
contact with address and phone number), and identification of
personnel (and their qualifications) available for this effort.
Responses must also include the following: name and address of firm,
size of business; average annual revenue for past 3 years and number of
employees; ownership; whether they are large, small, small
disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in
business; affiliate information: parent company, joint venture
partners, potential teaming partners, prime contractor (if potential
sub) or subcontractors (if potential prime). Technical questions should

planning purposes and is not to be construed as a commitment by the
Government nor will the Government pay for information solicited.
Respondents will not be notified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any resultant
solicitation for the requirement. The Government reserves the right to
consider a small business or 8(a) set-aside based on responses hereto.
