The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Environmental Strategies & Solutions (ESS), McLean, VA to develop cradle to grave environmental profiles for at least 2 products and at most 42 products, building on gate-to-gate industry data submitted through the BEES Please program via standard Excel spreadsheets and documentation developed previously for NIST by ESS/EcoBalance, Inc team. The contractor shall validate, and supplement if necessary, submitted gate-to-gate data, and add cradle-to-gate and gate-to-grave data, resulting in complete cradle-to-grave BEES product data sets. Validation includes checking submitted data for consistency with the BEES 2.0 model, completeness, representativeness, and verification of calculations. Further, industry data submissions for products in building elements not included in BEES 2.0, and for which no industry submissions for competing products have been received by NIST within 6 months of receipt, shall require the contractor to develop a second environmental profile for comparison purposes. Specifically, an industry average environmental profile shall be provided on a U.S.-average basis, accounting for typical U.S. manufacturing practices, energy grids, and environmental regulations. The nature of the technology mix shall be a weighted average based on current industrial practice, not the best available technology or the worst operating unit. The methodology used to generate these life-cycle environmental profiles shall strictly follow the ISO 14000 series of life-cycle assessment standards, the latest Society for Environmental Toxicology and Chemistry (SETAC) life-cycle assessment guidance documents, and the latest EPA life-cycle assessment guidance (EPA/600/R-92/245 and EPA-452/R-95-002). The period of performance is for a base year period with the option for two additional one year periods. FOB Destination, Gaithersburg, Md. No solicitation package will be issued. Based on previously competed requirements, Environmental Strategies & Solutions is the only vendor capable of performing this service because the BEES software is exclusively populated with data collected by ESS from the proprietary Ecobalance, Inc. life cycle database. To ensure consistency in BEES data modeling and assumptions, and thus confidence in BEES results, future data collection efforts must also be based on the proprietary database. All responsible sources may submit a capability statement which shall be considered by the government in determining whether this procurement could be competed.
