E-MAIL: Deborah A. Bittner, Deborah.A.Bittner.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for a Working Group for Space-Based Sensing of Water. The Hydra-Sat Working Group (HSWG) will provide a regularly scheduled forum for exchange betwen technologists, data users and decision makers of information of interest of the Hydra-Sat Mission Concept. Topics would include airborne and space-based remote sensing of surface water processes that will result in collaborative research, technology/knowledge transfer leading to the eventual launch of a missin dedicated to surface water observation. The principal investigato is responsible for organizing meetings, establishing and agenda, collecting presentation material, publishing workshop proceedings and taking/distributing recorded minutes of the workshop. Responsibilities would include one working group meeting per year; one peer reviewed "statie of the science" publication per year; and one presentative to NASA Senior Management per year to update on the progress of Hydra-Sat. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Simpson Weather Associates, Inc. Charlottsville, VA. The Simpson Weather Assoc. have a long, unparalleled history in working group coordination. In this field, their expertise is far beyond any other other company. Simpson Weather has refined the coordination of research working groups over the past 20 years, they have been involved with experiment design, prototype hardware development, field studies, data analysis and modeling. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 31, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
