Financial Responsibility and Management Assistance Authority
("Authority") working on behalf of the District of Columbia
("District")government will be issuing a solicitation to select a
program management firm for Program Management for the District's
Department of Parks and Recreation. Program Management will provide the
following services: 1. Program Management: The program maagement
services ordered by the Authority under individual task orders shall
include the management and coordination in connection with all
architectural, engineering, contracting, bonding, costruction,
construction management, account management and administration,
information technology specialists, systems furniture
suppliers/vendors, unique infrastructure engineers, space planners,
hazardous material specialists, security consultants, security product
vendors and manufacturers, move coordinators (including moving and
storage of documennts, computers, etc.), property dispositiona and
other work provided by suppliers/vendors in connection the PARKS
Project. Prior to commencement of work, the PM shall develop a program
management strategic plan for all services to be rendered. Also, the
PM shall develop a responsibility matrix ad comprehesive staffing plan
for this multi-year contract. 2. The PM shall provide the "Lead" in
the coordination and oversight for the competitive selection of a
general contractor ("GC") and an architectural and engineering services
firm ("A&"). 3. Announcement of Request for Qualification and Fee
Proposal (RFP) 4. Preparation of RFPs to outline the PARKS Project,
locations of the work, period of performance, estimatd schedule,
applicble standards, acceptance criteria, and any special requiremets
for both the GC and A&E efforts. 5. Selection: the PM shall coordinate
eforts with the Authority in the evaluation of GC and A&E proposals
and the selection of a GC and A&E. 6. The PM shall cause draft
contracts to be prepared between the PM, the GC and the A&E
respectively. 7. The PM shall provide program assistance, coordination
and oversight for the selection of lower tier subcontractors. 8. The
PM shall ensure that the GC's subcontractors shall obtain performance
bond(s) from a construction bonding or insurance compay acceptable to
the Authority. 9. The PM shall coordinate GC and A&E recommendations
for value engineering regarding individual line item tasks, wereever
appropriate. 10. Oversight of GC: The PM shall monitor, with the
assistance of a licensed Senior Architect the activities of the GC on
a daily basis to confirm that all work is constructed in accordane with
the approved architectural plans and specifications, and that all
materials incorporated into each PARKS facillity conform to the
approved specifications as to quantity and quality. 11. The PM shall
coordinate all technical inspections (incooperation with the GC) and
monitor required permits. 12. The PM shall monitor code compliance, the
completion of punch-list items, transfer of subcontractors' and
suppliers' warrenties to the Financial Authority/PARKS,submission of
final lien waivers and closeout of the work in each PARKS facility.
