a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. This solicitation is a
Request for Quotation, reference number DCA200-00-T-5034. The RFQ
document and incorporated provisions and clauses are those in effect
through FAC 97-18 and DCN 2000-0731. This RFQ is issued under Full and
Open Competition. SIC Code 513321, Paging. Size Standard 1,500
employees. Provide a monthly unit price for leased pager services as
follows: CLIN 0001, Pager, Numeric, Local Coverage, 80 each; CLIN 0002,
Pager, Numeric, Local Coverage with 800#, 2 each; CLIN 0003, Pager,
Numeric, Nationwide Coverage, 5 each; CLIN 0004, Pager, Alphanumeric,
Local Coverage, 100 each; CLIN 0005, Pager, Alphanumeric, Nationwide
Coverage "Guaranteed Messaging", 23 each; CLIN 0006, 2-Way Pagers,
Local and Nationwide Coverage, 5 each. Pricing shall include all
applicable charges, including Universal Service Fund. Contractor shall
provide lost/stolen pager replacement for all pagers. Local coverage
is for the state of Utah. Numeric pagers shall include, at a minimum,
the following features: FLEX capable, displays time of day and date,
message time stamping, alarm, message lock, selective erase, erase all,
user selectable alerts, silent vibration, low battery indicator, saves
messages when off or changing battery, durable holster/clip and
backlit display. The alphanumeric pagers shall include, at a minimum,
the following features; FLEX capable, easy to read display, OPTIMAX
holographic display, information service capability, notebook entries,
displays time of day and date, message time and date stamping, alarm,
user selectable alerts, selective erase, erase all, vibrating alert,
saves messages when off or changing battery, backlit display, low
battery indicator, durable holster/clip. All nationwide pagers include
toll-free numbers. Pagers shall be Year 2000 compliant. YEAR 2000
COMPLIANCE (MAY 2000) a. All information technology provided under, or
in support of, this acquisition shall be Year 2000 compliant now.
"Year 2000 compliant" means, with respect to information technology,
that the information technology accurately processes date/time data
(including, but not limited to, calculating, comparing, and sequencing)
from, into, and between the twentieth and twenty-first centuries, the
years 1999 and 2000 and leap year calculations, to the extent that
other information technology, used in combination with the information
technology being acquired, properly exchanges date/time data with it.
b. At a minimum, all information technology provided under, or in
support of, this acquisition requires testing of at least a
representative sampling of the information technology that is delivered
and the results documented in writing. Use generally accepted
commercial standards/practices for testing and documentation. If
requested, a copy of the test results shall be provided to the
government at no additional cost. c. Year 2000 compliance (including
testing) is considered to be inherent in performance specifications. As
a normal course of business, there is an expectation that there can be
no degradation of or interruption in the services provided during the
period of performance. Provide steps (e.g., impact analysis,
remediation, testing) to ensure that the service provided is not lost
or degraded due to potential Year 2000 compliance problems. Providing
the government with information to ensure that services are not lost or
degraded due to potential Year 2000 compliance problems is considered
part of a normal course of business which won't involve any additional
cost to the government. If any problems are anticipated in providing
uninterrupted service into the Year 2000 and the twenty-first century,
advise the contracting officer as soon as possible so any adverse
impact is minimized. Pagers shall be delivered to, exchanges made at,
and on-site service provided in Bldg 891 at DISA/DECC/Ogden/WE, 7879
Wardleigh Road, Hill AFB, UT 84056-5997. Period of Performance is 1 Oct
00 to 30 Sep 01. Contractor and Government points of contact shall be
identified at time of award. FAR 52.212-1 applies to this acquisition.
52.212-1(b)(4): Offeror's shall submit existing product literature in
lieu of unique written proposals. FAR 52.212-2 shall not apply to this
acquisition. Award shall be made based on lowest price. Proposals shall
include a completed copy of the provisions at FAR 52.212-3. FAR
52.212-4 applies to this acquisition. FAR 52.212-5 applies to this
acquisition -- FAR 52.212-5(b): The following additional FAR clauses
apply to this acquisition: 52.222-26, 52.222-35, 52.222-36, 52.222-37,
and 52.232-33. DFARS 252.204-7004 and 252.212-7001 apply to this
