This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR parts 12 and 13 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSITITUES THE ONLY SOLICITATION TO BE ISSUED; PROPOSALS ARE BEING REQUESTED. The solicitation number for this Request for Proposal is GS-04P-00-RDC-0026 and closes August 31, 2000, 12:00pm (Eastern Time). This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-19. This solicitation is 100% small business set-aside. The Standard Industrial code is 3691. Size standard is 500 employees. Contract lines items: Total price for Battery Installation_____; Monthly price for: Preventive Maintenance(Semi-Annually), Base Year____, Option I____, Option II____, Option III____, Option IV____; Preventive Maintenance(Quarterly), Base Year____, Option I____, Option II____, Option III____, Option IV____; Per Hour price for: Emergency Call Backs, Base Year____, Option I____, Option II____, Option III____, Option IV____. PROVIDE COMPUTERS ROOMS 311 AND 358 WITH UNINTERRUPTIBLE POWER SUPPLY SYSTEM:1.0 Background. The ups system is located on the first floor in room 132 in the federal building 151 Patton Ave Asheville, NC, 28801. System was installed in 1994 and put into operation in the fall of 1995, the UPS system is Exide 3450. At present system is shut down and in need of repairs and modification of system. 1.1 GENERAL:Work under this section is for the removal of the existing UPS batteries and complete installation of new battery configuration and monitoring of new batteries located in room 132, and modules in computer rooms 311 and 358, and testing of system with semi-annual preventive maintenance, major and minor.1.2 SCOPE OF WORK: (1) Remove existing batteries and dispose of according to EPA standards. (2) New battery configuration shall provide 40 minutes of uninterrupted power at the current level of 135 KVA and 430 volts at all times.(3) Batteries to configure in two parallel strings for redundancy and/or capacity.(4) Batteries should have a ten year warranty (one full year and nine years pro-rated).(5) Perform system operational and battery load test semi-annual. Quarterly maintenance of the UPS system is required. This maintenance should consist of alternate schedule of battery PM (cleaning check, etc) and actual load test of the system should be a switch from commercial power to battery maintained power for a period of 15 minutes to ensure system operational performance and quantity for service rendered. Example, First quarter Cleaning and Test, Second quarter Load Test, Third quarter cleaning and test, Fourth quarter Load Test of batteries. (6) After the expiration of the manufacture warranty Contractor shall be responsible for replacement and disposal of failed batteries. The government is responsible for purchase of batteries.Pm-SPECIFICATION Provide all labor, materials, equipment and supervision to perform preventive maintenance for the Exide 3450 UPS systemin Room 132, and modules in computer rooms 311 and 358, Federal Building Asheville, NC. SECTION (1) ELECTRICAL INSPECTION: As a minimum: 1. Visual inspection: a. Inspect all printed circuit connections for cleanliness. Swab contacts if necessary. b. Inspect all power connections for signs of overheating. c. Inspect all subassemblies, bridges and inverter legs for signs of component defects or stress. d. Inspect all DC capacitors for signs of leakage. e. Inspect all AC capacitors for signs of leakage. f. Inspect and inventory all spare parts. g. Inspect batteries for cleanliness and proper connection. h. Inspect and replace lamps as necessary. i. Computer rooms 311 and 358 inspect UPS Modules replace lamps as necessary. 2. Internal Operating Parameters a. DC Ground Detection Offset. b. Inverter leg current average phase balance. c. Output filter current average leg balance. d. Rectifier bridge current average leg balance. e. AC protection settings and operation. f. DC protection settings and operation. g. Input and Output frequency and voltage bandwith settings. h. measure battery voltage and record. I. Verify AC tank and trap filter capacitance. j. Power supply voltages and waveforms. k. Static switch leakage testing. 3. External Operating Parameters a. System input voltages and waveform (all phases). b. System input currents (all phases). c. DC charging voltage and waveform(float and equalize). Record settings adjust to nominal. d. Rectifier phase on and walk up. e. Inverted phase on and walk up. f. Adjust all panel meters to measured values. g. System bypass voltages and waveform (all phases). h. Manual and UV transfer testing, verify uninterrupted transfer waveform. I. Measure and record battery output voltage. 4. Environmental parameters a. General cleanliness of UPS power module. b. Clean control panel. 5. GENERAL -- Submittals -- -- -After award, Submit written preventive maintenance, including any items not listed in minimum requirements above. 6. NOTE: (1) Preventive Maintenance-Following each PM, Contractor shall provide to the Government a written report before leaving the site that details the result of the PM. If problems are discovered when PM's are performed, they must be corrected to ensure the system is capable of performing at the maximum level.(2) Contractor shall provide Government with cost breakdown (labor & material)for battery installation, preventive maintenance and Emergency call backs for corrective maintenance. SECTION (2) REQUIREMENTS a. Corrective maintenance 1. Contractor shall provide on-site response time. 2. Contractor shall maintain On-site spare parts inventory(Optional levels) 3. Corrective service shall be available 7 days a week, 24 hours a day, including holidays. b. Preventive maintenance 1. Preventive maintenance inspections and testing shall be performed on weekends only. 2. Coordination of site visits shall be scheduled with GSA contact person Ken Hensley at 828-271-4698 ext 15. SECTION (3)TECHNICAL PROPOSALS: In accordance with FAR 52.212-2, Evaluation, Commercial Items, the following factors shall be used to evaluate offers: (a)Past Performance-Offeror shall provide at least three references of similar types of maintenance services to companies, universities, or Government agencies. Include company name, address, contact person and telephone number of person familiar with service. (b)Management Approach-Offeror shall provide comprehensive approach in terms of response time, preventive maintenance schedule and quality control approach by which to accomplish the mandatory requirements.(c) Price-Offeror shall provide prices in accordance with solicitation requirements. Management Approach and past performance, when combined are approximately equal to cost or price.
