(USAID) intends to award the Institute for Internatianal Education
(IIE) a sole source modification to existing Contract
AEP-C-00-95-00020-00 for continued services. The contractor performs
professional services to implement, manage, and administer the
Environmental Exchange Program (EEP) of the U.S.- Asia Environmental
Partnership Project (US-AEP). The Exchange Program for Sustainable
Growth (EPSG) supports US-AEP objectives by establishing a network of
Asian and U.S. environmental institutions and activating it through a
broad range of exchanges. Exchanges are to allow individuals in Asian
governments, businesses and non-governmental organizations to interact
directly with counterparts and experts from the U.S., Asia, and other
regions to obtain information and training to influence improvement of
environmental performance and efficiency on their home organization or
government. Services being provided include: identification and
development of a network of environmental organizations, agencies and
businesses committed to environmental improvement willing to host
exchange fellows, accepting individuals or groups into their own
training programs, sponsoring conferences and environmental events;
publication of informational materials to advertise the program;
arranging placement of exchange fellows, monitoring all exchanges,
preparation of reports on exchanges, identification of environmental
conferences and workshops. The proposed action is for services for
which the Government intends to negotiate with only one source under
the authority of AIDAR 706.302-70. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all written proposals received within fifteen (15)
days after date of publication of this synopsis will be considered by
the government. A determination by the Government not to compete this
proposed contract action based upon responses to this notice is solely
within the discretion of the Government. No solicitation document for
the extension exists; requests for such document shall be considered
