and Records Administration intends to conduct negotiation on a single
source basis with Image Permanence Institute of Rochester, NY for the
inspection/assessment of the chemical condition, level of
deterioration, of various groups of acetate-based photographic film
holdings (Estimate quantities of holdings 4,000 cubic feet). The
activities shall include preparation of sampling plans; use
acid-detecting indicator strips (A-D strips) to assess the chemical
stability of a random sampling or records; assessment of the physical
condition of the records tested with A-D strips; and identification of
the type of film/format. Contractor will provide all staff, supplies
and equipment to perform the assessment; will analyze and report the
results of the A-D strip testing, assessment of physical condition and
identification of the film; and will provide recommendations for
appropriate environmental storage of the acetate records, including
anticipated life expectancy for the records when stored at various
environmental conditions. The random sample of about 1% of the 4,000 CF
mention above. All responsible sources able to proved this support are
invited to identify their interest and ability to meet this
requirement by submitting a response to include technical capability,
pricing data and other information which shows a bona fide ability to
meet this requirement by September 1, 2000, 3:00PM, Eastern Standard
Time. No contract award will be made on the basis of
quotations/proposals or other information received in response to this
notice. A request for solicitation document will not be considered an
affirmative response. A determination by the Government not to compete
this proposed contract based upon responses to this notice is solely
with the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
