The USEPA National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan, is primarily an engine testing facility where combustion exhaust emissions and fuel efficiency are measured. Testing operations require the use of specialized test fuels. Bulk fuels are stored in underground storage tanks (USTs). Four new compartmentalized USTs were installed in 1998 to comply with new UST regulations. Current testing programs require high purity methanol fuels free from all contamination to prevent damage to the precision parts of the methanol engine systems. The existing manway covers, submersible tank pumps, overfill valves, and product and vent lines within the tank piping sumps are constructed primarily of black steel, coated aluminum, and brass, all of which will form small amounts of corrosion over time, as will the above ground delivery piping which is primarily black steel. The contractor will replace all of these components in two compartments of an existing three-compartment UST system with components constructed primarily of stainless steel. Pumps, valves and other piping components may contain Teflon, Nylon 12, Fiberglass, Kalrez, Ryton, Viton (grade GF or B401), High Density Polyethylene, or other material shown to be non-reactive to methanol and methanol/gasoline mixtures.
