NASA/JSC plans to issue a Request for Quotation (RFQ) to purchase a total of three upgrades to JSC's robot manipulator systems: 2 Control Upgrade for RRC K-807i Manipulator System with Payload Capability, and 1 Control Upgrade for RRC K-1207i. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the upgrades from Robotics Research Corporation of Ohio, on a sole-source basis. This decision was due to the contractor being the original designer and manufacturer of the hardware to be upgraded. The importance of the integration of the upgrades and the company's expertise in this system along with holding the patent for the said hardware was also taken in consideration. This purchase will be made in accordance with FAR 6.302-1(1)(i), Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/24/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
