a combined synopsis/solicitation for commercial services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; Quotes are being requested and a
written solicitation will not be issued. The solicitation number is
PR-HQ-00-11972 and is issued as a Request For Quote. The RFQ document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 97-19. There is no set aside
provision associated with this acquisition. The contractor shall
provide maintenance services for two (2) Octel Voice Processing Systems
(VPS) + 3A translators located in the greater Washington D.C. area. The
Octel Overture 250 (System A) is located is located in Crystal City,
Virginia. The Octel Overture 350 (System B) is located in Washington
D.C. The contractor shall be an Octel Overture 250 and 350 authorized
dealer/representative; however, all responsible sources may submit a
quote; The proposed contract type will be a Firm-Fixed-
Price/Indefinite Delivery/Indefinite Quantity . The resultant contract
will have a base period consisting of 12 months with three (3) term
options of 12 months each for a total potential performance period of
48 months. SCOPE OF WORK: TASK C.4 MAINTENANCE SERVICE REQUIREMENT. The
contractor shall furnish labor, replacement parts and provide
maintenance support for all items of equipment (wiring, hardware and
software) for both systems. The Contractor shall provide (1) Preventive
maintenance, including periodic testing and inspections, and; (2)
24-hour on-call maintenance and support. TASK C.5 ADDITIONAL SUPPORT
SERVICES. The contractor shall provide additional support services to
include; (3) design and implementation support of Voice Module
applications; (4) design and implementation support of Integrated Voice
Response Applications; (5) central office-based 5ESS integration
projects; (6) Installation of VPS components and; (7) Troubleshooting
of VPS components and peripherals. Task C.6 REPORTS. The contractor
shall submit malfunction reports upon the completion of each
maintenance call. The contractor shall submit a Preventive Maintenance
Plan and Escalation Procedures to the Government Representative within
15 calendar days after the contract award. SCHEDULE: There are six (6)
Contract Line Item Numbers (CLINs) for this acquisition. CLIN 0001 is
routine maintenance for the Overture 250+3A Translator, at a fixed
rate per month for the 12 month base period and three (3) term options;
CLIN 0002 is for routine maintenance for the Overture 350+3A Translator
at a fixed rate per month for the 12 month base period and three (3)
term options; CLIN 0003 is for a certified technician for 50 hours per
year at a fixed hourly (standard) rate. CLIN 0004 is for a certified
technician for 100 hours per year at a fixed hourly (premium) rate.
CLIN 0005 is for a VPS Analyst for 50 hours per year at a fixed hourly
(standard) rate. CLIN 0006 is for a VPS Analystfor 50 hours per year
at a fixed hourly (premium rate). CLAUSES AND PROVISIONS: The following

EVALUATIONS (EPAAR 1552.209-76). EVALUATION CRITERIA: The following
factors shall be used to evaluate offerors: (i) Past Performance (ii)
Price. SUBMISSION INSTRUCTIONS. (i) Submit existing product literature
with your quote that describes the commercial practices consistent
with this requirement (ii) Provide a list of references for projects
where you have provided similar services. (iii) Submit a price schedule
of supplies and services in accordance with the addendum clause (ADP
A270-625). (iv) submit a competed copy of the provision FAR 52.212-3,
Offerors Representations and Certification. Interested parties shall
submit an original and two (2) copies of the quotation package to ATTN:
