small businesses. This is a combined synopsis/solicitation for
commercial work prepared in accordance with the format in FAR Subpart
12.6 and in conjunction with FAR Part 15 and, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
separate written solicitation will not be issued. Solicitation Number
N00244-00-R-0060 applies and is issued as a Request for Proposal. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Regulation Circular 97-18 and
Defense Acquisition 91-13. The standard industrial classification is
8731 and the small business size standard is 500 employees. The
solicitation attachments will be available electronically by accessing

copies of the solicitation will be distributed. The contractor will
provide non-personalresearch services for the Department of Defense
Spatial Orientation Center in the Otolaryngology Department at the
Naval Medical Center, San Diego, CA for a base year and three option
years. The services will include a full range of experimental
requirements in audiologic and vestibular physiologic and histology
research. The proposed contract type is a firm fixed price, and
proposed unit prices must include all incidental costs. We encourage

Scientist proposed to work under the proposed contract (Contractor's

contracts or employment for the same or similar services (including
contract numbers, points of contact with telephone numbers and other
relevant information). The information required for Items 3 (Resume)

a statement specifying the extent of agreement with all terms,
conditions, and provisions included in the solicitation. Offers that
fail to furnish required representations or other requested

Facsimile Proposals 52-212-2, EVALUATION-COMMERCIAL ITEMS, paragraph
(a) is completed as follows; Factor 1, CAPABILITY TO PERFORM based on
the Government's review and evaluation of Personnel
Qualifications/Experience as demonstrated by resumes submitted. Factor
2, Past Performance as demonstrated by two recent references submitted
as well as any other sources who may have relevant information. The
government reserves the right to use in-house records for employees
working under existing contracts. Factor 3, Price Only those Offerors
which are determined by the contracting officer to be technically
capable of performing under Factor (1) will be further evaluated under
Factors (2) and (3). In order to be considered technically capable
under Factor (1), a Government Medical Selection Board will review each
resume and determine whether, as a minimum the proposed individual
meets the experience, educational, or other background requirements set
forth in the Statement of Work and are fully capable of performing in
an efficient, reliable, and professional manner. By submitting a signed
proposal under this solicitation, offeror asserts that it is
technically capable of performing the statement of work and all aspects
of this contract. At the discretion of the Contracting Officer, the
government intends to evaluate proposals and award a contract without
discussions with offerors. Each initial offer should, therefore contain
the Offeror's best terms from both a price and past performance
standpoint. Factor (2), PAST PERFORMANCE is significantly more
important than Factor (3) Price. Offeror's past performance information
will be used to make a determination of whether the offeror has a
satisfactory record of past performance and discriminate among
technically capable offerors. Offerors should, therefore, provide
performance history and references to demonstrate satisfactory, highly
satisfactory and outstanding performance and achievements for at least
two prior similar contracts or jobs performed within the past three
years. Information utilized will be obtained from these references as
well as any other sources whomay have relevant information. Factors 2
will be evaluated using a five tier adjectival scoring system:
Outstanding, Highly Satisfactory, Marginal, Unacceptable and Neutral.
Offers which lack relevant past performance history will receive a
neutral rating for this factor. Any Offeror's proposal which has no
relevant past performance history, while rated neutral, may not
represent the most advantageous proposal to the Government and thus,
may be an unsuccessful proposal when compared to the proposals of other
offerors. The Government reserves the right to award without
discussions. Contract award will be based upon a "Best Value" approach
The Government reserves the right to pay a reasonable cost premium for
a higher quality rating for past performance, which represents a lower
performance risk to the Government and an increased likelihood of

be issued as a bi-lateral contract using a SF 1449. The contractor
shall within ten days after contract award submit to the Government

Certifications will be incorporated by reference into the award Salary
Rate Limitation -- funds may be used to pay the direct annual salary
of an individual; however the direct salary inclusive of overhead,
fringe benefits, and General & Administrative expenses can not exceed
any salary rate ceilings included in the current DOD appropriation Act.
Rights of the Government -- No research material developed or modified
will be made available by the contractor for use by anyone other than
the Government without the prior written consent of the Contracting
