synopsis/solicitation for the purchase of commercial-type airline
passenger seats for installation in military KC-135 Stratotanker
aircraft, prepared in accordance with the format in subpart 12.6, as
supplemented with additional information included this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. In addition,
this solicitation will be posted via standard military EDI procedures
for those companies that are registered. Responses will be accepted via
EDI to the posted solicitation; or through conventional means as a
response to this synopsis/solicitation. The solicitation number for
this requirement is DAHA3600T0018 and is issued as a Request for
Quotation (RFQ). Responses must be received no later than 2:00 pm, 6
September 00, at the address listed in this solicitation. If not using
EDI to transmit responses, you may fax your quote to the fax number
provided herein. Hard copy must follow. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-18. This solicitation is unrestricted.
All vendors who are otherwise eligible may participate. SIC code is
2531 and small business size standard is 500 employees. This combined
synopsis/ solicitation is for the purchase of commercial
refurbished-as-new airline passenger seats as specified in the
description contained herein for each line item. This
synopsis/solicitation also contains Alternate Quote Items, which will
be new seating in lieu of refurbished as new seating. See AQI's for
further details. Brand Name or Equal provisions apply. The commodity
offered must be equal to or better than the brand name and model listed
in each line item. If offering "equal" item(s), the offeror shall
provide sufficient descriptive literature and other pertinent
documentation to support a position that the offered product is equal
to or better than the Brand Name specified in this solicitation. Offers
who intend to supply the Brand Name and model listed in each line item
will not be required to provide descriptive literature, but will be
required to provide color swatches for approval. See General
Requirements listed herein for further details. Evaluations Award will
be based on price alone and will be made to the vendor who clearly
meets the requirements of this solicitation. The lowest apparent low
quoter will be required to furnish at no cost to the government (to
include round-trip transportation charges) a seat frame of each seat
being offered for evaluation purposes for conformance to the physical
fit characteristics of the drawings (e.g. to see if the seat will fit
its intended installation). If the seat frame furnished by the apparent
successful quoter does not conform to the spacing requirements as
indicated on the furnished drawings, it shall be rejected and the next
lowest quoter that meets all other RFQ requirements shall be contacted
for a sample seat frame. Warning: In the event that the make/model of
seat(s) specified herein are discovered by the offerors to be
non-conforming to the spacing requirements (without modification to the
seat or track) the Contracting Officer shall be notified in writing
immediately and the solicitation will be amended to specify another
manufacturer/style of seat. Silence as to this issue by any or all
quoters in addressing any spacing problems will cause the Government to
interpret that silence as the specified seat(s) conform to the spacing
requirements of this solicitation without any modifications to the
seat or repositioning of the track. Definition of "refurbished-as-new"
means that all refurbished seating will be of like-new condition, to
include seat foam, seat covering will be new if required to provide
"like-new" performance with regard to life of fabric and wear, seat
belts and other safety devices shall be certified as mechanically-fit
for its intended use and certified as meeting all required safety
regulations; any and all mechanical parts, assemblies, safety devices
that are broken or otherwise malfunctioning shall be replaced with new
parts and/or assemblies; all seating shall meet the same quality
standards in the commercial industry as new manufacture with respect to
refurbishing units to like new" condition. Definition of "like-new
condition" means that the seating shall fully function the same as new
equipment, to include the condition of all upholstery and cushioning
foam. No rips, holes, frayed areas, obvious worn areas, burns, dirt or
stains, grime, crumbling cushioning foam or other flaws will be
acceptable. If replacement of these components (foam or upholstery) is
required to achieve like-new condition, it shall be accomplished as
part of the refurbishing. If re-upholstery is required, all seats shall
be reupholstered alike. General requirements applicable to all seating:
1. For each line item, all seats must be of the same
manufacturer/model/fabric type & color; 2. Each quoter will provide
along with its quotation fabric swatches or a color chart of available
choices. Color family for all seating shall be either medium blue
(desired) or medium gray (second choice); conservative tweed or
multi-colored patterns and/or accent details such as striping is
permissible provided that the predominant color visible is the color
family specified. All seats will be covered in the same fabric of
choice. The customer will select color choice for seat covers; 3. If
Business Class seating is not available in fabric upholstery, the
contractor will indicate such on its quotation and furnish pricing on
seats upholstered in leather, or as per the industry standard, in the
same color family as the fabric covers for the Tourist Class seating;
all leather shall be of like-new condition without flaws, thin spots,
holes, burns, etc.; 4. Fabric grouping and cushioning foam for seats
shall be fire-retardant, long-wearing upholstery fabric meeting all
current safety regulations and requirements; 5. Foam shall be compliant
with current industry-wide safety and density standards and
regulations; 6. All seats shall be rated at least a static "G" factor
load rating of 9. Vendors shall indicate the "G" factor rating of all
seats offered; seat belts shall be certified to meet the "G" rating of
the seat and shall be certified in accordance with current safety
standards and regulations (NTSB, DOT, etc., as applicable); 7. Seats
must bolt on standard Boeing seating track systems already installed in
the aircraft. No modification to the seat frame or the existing
installed track will be expected. Current installed seating tracks will
not be moved to accommodate a seat. All seats must fit tracks as
installed. Current installed spacing is as per drawing and is 20.75
inches, center to center between legs. Refer to drawings for other
measurements; 8. Four (4) drawings are available to potential quoters
depicting the desired layout and existing track spacing, interior space
available and cross section of fuselage for use in determining whether
offered seats will conform to physical space available. Contact the
Contracting Officer by phone, fax or e-mail to obtain copies of
drawings. End of General information common to all seats. Specific Line
items are to follow, including Alternate Quote Items. Line item 0001,
Business Class Seating, 2 passenger units, refurbished-as-new, fabric
seat covering desired, reclining capability, flip up armrest.
Enhancements such as outlets and jacks for headphones and other
electronic equipment not required; telephone not required; footrests
not required. If industry standard for this type of seat includes the
enhancements listed as "not required," the seat shall not be modified
to remove them; instead the vendor will furnish as is. If footrest is
built into seat, then footrest upholstery shall be treated like the
seating upholstery requirement in the General section previous.
Quantity: 7 units (14 passenger positions), Weber model 7502 series or
equal; 4 right side units; 3 left side units; Line Item 0002, Tourist
or Coach Class seating, 2 passenger units,refurbished-as-new, recline
capability, flip up arm rest. Other enhancements not required (see
item 0001 for instructions); Quantity: 12 units (24 passenger
positions), Weber model 4004 series or equal; 11 right side units; 1
left side unit; Line Item 0003, Tourist or Coach Class seating, 3
passenger units, refurbished-as-new, recline capability, flip up arm
rest. Other enhancements not required (see item 0001 for instructions);
Quantity: 19 units (57 passenger positions), Weber model 4001 series or
equal, all 19 left side units. This solicitation contains three
Alternate Quote Items, same quantities, and descriptions as line items
0001 through 0003 already described, to include General requirements,
except they shall be new, residual inventory, current Weber series
meeting the characteristics of each seat line item above. New seat
manufacturers are encouraged to offer new, residual inventory for
evaluation if that inventory is available at competitive prices. All
quoters shall include the AQI's on their response and shall number them
AQI001, AQI002, etc. If not quoting on AQI's, the quoters shall include
them on their response with a unit price of "no quote." The Government
reserves the right to make award on a combination of any of the line
items, including AQI's that will result in the best value to the
Government. Multiple awards will not be made. FOB point shall be
"Destination" all shipping costs must be included in the unit price.
Inspection and Acceptance shall be at Origin supplier's plant. The
Government reserves the right to inspect the shipment at Origin, at
Government expense, for acceptance and reject any non-conforming
supplies prior to shipment to Destination. This inspection may be by
the Contracting Officer or his designated representative, which may
include the customer and/or government inspectors from the Defense
Contract Management Command. Delivery to destination is desired within
sixty days after award of the purchase order. Quoters may propose
alternate delivery times consistent with commercial practice. The
following Federal Acquisition Regulation (FAR) clauses and provisions
will apply to this solicitation and any resulting purchase order: FAR
52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2,
Evaluation Commercial Items. Evaluation criteria is as follows:
Quotations will be evaluated on the (1) lowest priced technically
acceptable item meeting the requirements of Brand Name or Equal
provisions and the requirements of this solicitation; (2) fit test of
frame to existing aircraft; and (3) Past Performance; FAR 52.212-3
Offeror Representations and Certifications Commercial Items, all
quoters must enclose a completed copy of the representations and
certifications, as applicable, with their quotation, TIN number and
Commercial and Government Entity Code (CAGE) must be furnished with
quotation, as a minimum; FAR 52.212-4, Contract Terms and Conditions
Commercial Items, and FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Commercial Items,
together with its Alternate I. Within FAR 52.212-4, subparagraph (n)
"Title," is hereby tailored to specify that title to items shall pass
to the Government upon receipt at destination, regardless of where
actual inspection and acceptance occurred. Subparagraph (o) "Warranty,"
is hereby tailored to add the requirement that manufacturer's standard
warranty applies and shall be specified on the Quoters proposal.

DFARS 252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders When Applicable to Defense Acquisitions of
Commercial Items. Within clause 252.212-7001, subparagraph (a) applies
and the following clauses are applicable: 252.225-7001, Buy American
Act and Balance of Payments Program; 252.212-7004, Required Central
Contractor Registration, all contractors seeking to do business with
the Department of Defense must be registered in the Central Contractor
Database at the time of award. Following evaluation and test-fit of
seating frame(s), the Government anticipates making an award against
this solicitation by 20 September 2000. All responsible sources may
