SOLICITATION for commercial items prepared in accordance with
information in FAR subpart 12.6 as supplemented with the additional
information included in this notice. This announcement constitutes the
only solicitation; no written solicitation will be issued. Award will
be a firm fixed-price multi year indefinite delivery indefinite
quantity (IDIQ)contract consisting of a base with four one year option
periods. Proposal under Request for Proposal (RFP) solicitation number
DAHA51-00-R-0012 is being requested. This solicitation document
incorporates provisions and clauses in effect through Federal
Acquisition Circular #97-18. This procurement is made on an
unrestricted basis. The SIC code for this procurement is 5599
Automotive Dealers, N.E.C. The Alaska Army National Guard has a
requirement for no more than 235 snowmobiles over a five year period
with 79 in the first year and 39 in years two, three, four and five.
The snowmobile specifications are as follows: new and unused; current
or future year model, 400 to 500 cc displacement fan/air cooled engine;
transmission with reverse; dry weight of less than 500 pounds; high
floatation track for deep snow operation; ground pressure of 0.417 or
less; two up seating; pintle type tow hitch; capable of towing a 600
pound load; storage compartment on rear of machine with cargo rack (to
hold 5 gallon fuel container or rucksack); fuel tank capacity minimum
10 gallons; high windshield; heated hand grips and throttle lever
warmer; speedometer/odometer with tripmeter; headlight/taillight
disconnect switch; back-up alarm disconnect switch; carbide skags;
plastic ski skins; white cowlings no decals, black tubs; snowmobile
cover (outdoors all weather for storage or protection while towing);
technical operators manual. For each machine purchased, contractor
shall provide the following additional items as spare parts: 2 each
spark plugs; 1 each drive belt; 2 each carbide skags, 2 each Hyfax for
slide-rails; 1 each fan belt; and 2 each idler wheels. Federal
Acquisition Regulation (FAR) provision 52.212-3 Offeror Representations
and Certifications-Commercial items shall be completed and submitted
with the proposal. FAR clause 52.212-4 Contract Terms and
Conditions-Commercial Items, hereby applies to this solicitation. FAR
clause 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items applies to this
acquisition, full text of 52.212-5 as applicable to this solicitation
is available from the POC. FAR 52.215-1 Instructions to Offerors --
Competitive Acquisition applies to this purchase. The government
intends to award without discussion. The initial award, award of option
years and the quantity ordered is subject to the availability of funds.
Lower unit prices may allow for an increase in quantity of machines
ordered during base and option years. The first year and second year
may be for the same model year based on the manufacturing production
order entry date. Option years may be exercised early and the specific
model year changed to coincide with the manufacturing production order
entry cutoff date; the delivery dates will be adjusted to correspond to
the model year (For example: Early exercise of Item 03 prior to 01
April 2001 would require delivery by 30 November 2001 of Model Year
2002 machines). Items number 06 and 07 may be adjusted according to
total machines by model year. Schedule of Line items as follows: 01 79

availability of funds: Order prior to 1 April, 2002 for Delivery by 30
November 2002 04 39 each Snowmobiles (Model Year 2004) per
Specifications with Spare Parts and Snowmobile covers. Subject to
availability of funds: Order prior to 1 April, 2003 for Delivery by 30
November 2003 05 39 each Snowmobiles (Model Year 2005) per
Specifications with Spare Parts and Snowmobile covers. Subject to
availability of funds: Order prior to 1 April, 2004 for Delivery by 30

the early exercise of options. Partial deliveries will be accepted.
