combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). ONE EACH
LASER AND ONE EACH ATTENUATOR FOR YAG LASER Specifications for PR
#156332: Double pulse Nd:YAG laser Repetition rate shall not be less
than 15 Hz Laser pulse energy shall not be less than 50 mJ/pulse @532
nm Laser diameter shall be less than 3.5 mm Laser pulse width shall be
less than 7 ns Laser divergence shall be less than 4 mrad The system
shall contain two independent laser heads in a common benchtop housing
unit, not to exceed 13.78" x 5.38" x 3.19" (L x W x H) in volume. The
1064-nm output from the two laser heads shall be combined into a
coaxial beam that then passes through a frequency doubling crystal.
Adjusting the tilt of the frequency doubling crystal shall not alter
the colinearity of the output beams. The relative time between laser
pulses (occurring at 15 Hz) shall be variable down to zero time delay
(simultaneous output) via external TTL trigger pulses. The system shall
operate on 95-125 V or 200-250 VAC, 50/60 Hz. There shall be only one
laser power supply that supplies both laser heads via one umbilical
cord. There shall be only one laser control unit for both laser heads,
mounted on the laser power supply. The laser shall accept TTL
flashlamp and Q-switch trigger pulses for each laser head, providing
timing accuracy of better than +/- 2 nanoseconds. The laser power
supply shall not exceed 18.5" x 8.9" x 14.4" (L x W x H). Spatial
dimensions are most critical for this application since the laser must
be integrated into a microgravity drop rig. All offerers shall include
an operating manual and complete specifications. The provisions and
clauses in the RFQ are those in effect through FAC 97-18. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 3674
and 500, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery shall be FOB Destination. The DPAS rating for this procurement
is DO-C9. Quotations for the items(s) described above are due by COB
9/1/00 and may be mailed or faxed to the point of contact listed below,
and include, solicitation number, FOB destination to this Center,
proposed delivery schedule, discount/payment terms, warranty duration
(if applicable), taxpayer identification number (TIN), identification
of any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

based upon overall best value to the Government, with consideration
given to the factors of proposed technical merits, price and past

performance are essentially equal in importance. It is critical that
offerors provide adequate detail to allow evaluation of their offer
(see FAR 52.212-1(b). Quoters must provide copies of the provision at
