Broadcasting Bureau has a requriement for freestanding towers. (i).
This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and
a written solicitation will not be issued. (ii). Solicitation No.
BBGCON3600S5158-MB is issued as a Request for Proposal (RFP). (iii).
This solicitation document and the incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 97-18 dated
June 6, 2000. (iv). This is a full and open procurement for Self
Supporting Radio Broadcast Towers under SIC 3663, Radio and Television
Broadcasting and Communications Equipment. (v). The Broadcasting Board
of Governor's (BBG), International Broadcasting Bureau (IBB), has a
requirement for the self supporting towers for use with FM radio and TV
antennas. These towers areneeded to increase the International
Broadcasting Bureau's FM broadcasting capability in Kenya. The
Government contemplates awarding one contract for the purchase of a
total of one(1) to six (6) towers. The Contractor shall provide
commercial quality steel towers for use with up to two FM and two TV
antennas. These towers will be installed at various locations in Kenya.
(vi). DESCRIPTION: The subject freestanding towers shall be in
accordance with the manufacturer's standard commercial quality design
and at a minimum meet the functional and performance criteria required.
The towers shall be hot dipped galvanized steel and shall have a proven
quality assurance track record. Each tower ordered shall be configured
specifically for its final location in Kenya and must meet ANSI/EIA
222-F standard for 85 mph wind loading. Bolt on ladders, safety rails
and rest platforms at 50 meter intervals are required. Typical factors
to consider include environmental, altitude, and industry standard
certifications, etc. General foundation design requirements and
options, while not part of this contract, should be identified with
this proposal to the extent possible. Each tower shall be packed
individually in wooden crate(s) ready for export overseas/international
shipment. Each crate must be clearly marked identifying the tower
number and the components included in each crate. The following
contract line items identify IBB requirements for the towers. CLIN
0001: Fabrication, packing and shipment of 130 meter tower, ready for
installation. A maximum total of two (2) 130 meter towers will be
purchased. CLIN 0002: Fabrication, packing and shipment of 80 meter
tower, ready for installation. A maximum of five (5) 80 meter towers
will be purchased. CLIN 0003: Fabrication, packing and shipment of 60
meter tower, ready for installation. A maximum of five (5) 60 meter
towers will be purchased. The Technical Proposal should reflect the
Offeror's understanding of and compliance with the technical
requirements set forth in this RFP and be legible, practical, clear,
coherent. As a minimum, they should contain the below specified
information organized as follows: (1) Statement of Qualifications, (2)
Table of Contents, (3) List of Tables, Drawings, Exhibits,
Attachments, (4) Executive Summary -- not to exceed 3 pages, (5)
Technical Information and Data that provides specific and clear
narrative description that demonstrates the extent to which the
proposed equipment will meet or exceed the Government's RFP
requirements, (6) Management Information and Data that addresses (a)
Resource Management and a description of how the Offeror proposes to
bring forth the resources necessary to deliver the subject towers, and
(b) Experience and detailed description of Past Performance, with a
listing of no fewer than three (3) but no more than ten (10) previous
or ongoing contracts related to delivery of the similar equipment. The
Price Proposal shall be provided separate from the Technical Proposal.
(vii). Shipment and Delivery: Contractor shall notify theGovernment
when items are ready for packing and shipment. The Government shall be
given the opportunity to inventory the items being supplied prior to
packing and shipping. Contractor shall ship all items F.O.B.
Destination to an IBB designated freight-forwarder location in the
vicinity of Washington DC. The Offeror's proposal shall state their
estimated delivery time in calendar days for their tower to be
delivered. (viii). The provision at 52.212-1, Instructions to Offerors
-- Commercial, applies to this acquisition. (ix). Solicitation
provision at FAR 52.212-2, Evaluation -- Commercial Items (JAN 1999),
applies to this acquisition. The Government will evaluate offers in
response to this solicitation and expects to award a contract to the
responsible Contractor whose offer, conforming to the RFP will be most
advantageous to the Government, price and other factors considered.
The Government also reserves the right to award more than one contract
in response to this combined CBD synopsis/solicitation. The following
evaluation criteria are ranked in the descending order of importance:
(1) Price (being equivalent to the combined technical evaluation
factors; (2) Past Performance in accordance with FAR 15.304; and (3)
Technical Capability to meet the Agency's requirements. Specific
Technical Evaluation criteria for the above are as follows -- (I)
Technical Capability -- each Offeror shall include specific statements
and documentation clearly describing how the Offeror meets the
technical requirements stated for the above items along with: (a)
specification and/or data sheets for each tower offered, (b) a clear
statement that each of the performance requirements stated herein is
understood and will be fully complied with in any resultant contract
unless otherwise agreed to by the Government, (c) a clear description
of any variation to any of the requirements stated herein, (d) 5%
additional hardware for each tower, and (e) delivery information in
calendar days for fabrication and delivery to IBB in the vicinity of
Washington, DC of single units of each tower offered as well as
delivery information pertaining to multiple quantities of each tower
along with clear explanation of any conditions or limitations in
delivery; (ii) Past Performance -- Offerors will be evaluated on their
completion of prior successful accomplishments, and shall include a
reference list of recent and relevant contracts for similar equipment
including contract numbers, technical points of contact with telephone
numbers, address and other relevant information including date of
order and quantity delivered, for each tower offered: (a) a minimum of
ten (10) years of experience in the design and manufacture of free
standing towers, (iii) Price -- Each Price Proposal shall include (a)
distinct unit pricing for each model of tower (including documentation,
packing, and delivery to IBB, Washington, DC); (b) prices for multiple
quantities for each model clearly describing any price breaks for
quantities greater than one (1). IncludedThe Price Proposal from each
Offeror shall include either a statement of price validity for sixty
(60) days. Pricing information shall be provided separate from the
technical information and past performance [items (I) and (ii) above].
(x). Offerors are advised that in order for their written proposal to
be considered "responsive" that they shall complete and include with
their offer the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items (FEB 2000). Full text of all FAR
clauses are available electronically at the following Internet address
{http://www.arnet.gov/far}. (xi). The provision at 52.212-4, Contract
Terms and Conditions -- Commercial Items (MAY 1999), applies to this
acquisition. (xii). The provision at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (AUG 2000), is hereby incorporated by reference. The
following paragraphs apply to this solicitation and any resultant
contract: (b)(1) FAR 52.203-6 with Alternate I, (b)(3) FAR 52.219-4,
(b)(5) FAR 52.219-8, (b)(11) FAR 52.222-21, (b)(12) FAR 52.222-26,
(b)(13) FAR 52.222-35, (b)(14) FAR 52.222-36, (b)(15) FAR 52.222-37,
(b)(22) FAR 52.232-33. (xiii). Additional Contract Terms and Conditions
applicable to this procurement are: (I) Offerors are advised to include
with their offer a copy of the applicable warranty provisions which
would apply to the subject equipment acquisition. Solicitations for
commercial items require Offerors to extend to the Government at least
the same warranty terms, including offers of extended warranties,
offered to the general public in customary commercial practice. Note
that all offered warranties must be valid at the proposed installation
site. (ii) Payment for the delivered equipment will be made via direct
electronic funds transfer upon inspection and conditional acceptance of
the equipment. The deadline for receipt of offers is 9/06/00, 2:00p.m.
EDT. The proposal shall be signed by an official authorized to bind
your organization. Signed and dated offers on original letterhead or SF
1449 (one original/one copy) shall be submitted to: Broadcasting Board
of Governors, Office of Contracts, ATTN: Marlene Brooks, CON, 330 C
Street, SW, Room 2527, Washington, DC 20237. Offers may be submitted on
letterhead and at a minimum shall show: (1) RFP number; (2) date and
time specified in the RFP for the receipt of offers; (3) name, address
and phone no. Of the offeror; (4) listing of contract line items as
indicated above in "Description"; (5) unit prices for each line item;
(6) "Remit To Address", if different from mailing address; (7) a
completed copy of the representations and certificates at FAR 5.212-3;
(8) acknowledgment of RFP Amendments, if any; and (9) a statement
specifying the extent of agreement with all terms and conditions, and
provisions included in the RFP. Contract award may be made without
