E-MAIL: Tony.Clayborne@arnold.af.mil, Tony.Clayborne@arnold.af.mil. Background "This requirement is for 42 blue Light Emitting Diode (LED) units for the AEDC Pressure Sensitive Paint System. This contract will be awarded as an IDIQ with purchases up to 30 September 2003. GENERAL: Lamps must have a circular optical aperture not to exceed 4"" diameter. Lamps will consist of a circular array of no less than 340-5mm LED's. The LED's will be blue, 464nm nominal wavelength, with a bandspread of 30nm or less at the half-maximum point. The lamps will have removable filters to attenuate transmission in the region 600-750nm to less than 0.01%. The transmission of these filters must be greater than 70% from 400-490nm. Removable diffusers with a transmission of not less than 90% in the visible region will also be provided. The color of the emitted light can be changed by installing a different LED circuit board into the existing lamp housing. The intensity of optical output will very less than 1% after 5 minutes of operation, and less than 0.1% after 20 minutes of operation. The lamps must be capable of sustained, reliable operation at pressures down to 1.5 psi and temperatures up to 110 deg F. CONTINUOUS OPERATION: The optical output of each LED will be 2 milii-watts, for a total optical output of 0.68 wafts for the entire lamp. High frequency (10Hz to 1Mhz) optical noise must be less than 0.5% peak-peak of the total light output. PULSED OPERATION: The lamp will be gated on and off by a TTL level signal applied to a BNC connection. Input impedance will be 10kohm or higher. Pulse to pulse variation will be less than 1%. The 10%-90% rise time of the optical pulse will be less than or equal 0.8 microseconds. Fall time will be less than or equal to 0.2 microseconds. Peak optical output must be at least 4 watts. The lamp and power supply should be capable of continuous pulsed operation at a pulse duty factor of 1:20. A typical example of a 5% duty cycle is 10-microsecond pulse duration at a frequency of 5 kilohertz. The droop on the optical pulse will be less than or equal to the following: Droop Pulse duration 1% 10 microseconds 1.5% 100 microseconds 10% 1 millisecond The performance period shall be 90 calendar days after issuance of individual delivery orders. Innovative Scientific Solutions, Inc. is considered to be the only known manufacturer of the above requirements. Authority 10 U.S.C. (C)(1). Justification: Supplies and services required are available from only one known responsible source and no other type of supplies or services will satisfy agency requirements. This is not a request for competitive proposals. No solicitation documents, specifications, or drawings are available. Simple requests for a RFP will not be considered an affirmative response to this synopsis. Interested parties may identify their interest and capability to respond to the above requirements.
