The Defense Supply Center Richmond (DSCR) intends to issue a solicitation to support the turbine oil requirements at the Bonneville Lock and Dam Powerhouse #2 located on the Columbia River, on the border of Washington and Oregon. The successful contractor shall provide all equipment, materials and labor to replace the turbine oil in electric generating turbines. The work shall include removal and recycling of the existing turbine oil and supplying new turbine oil, as specified in the Statement of Work. The required oil shall be compatible with Mobil ISO 100 DTE Heavy oil presently used in the turbines. Preliminary estimates: First year delivery requirements are 25,000 gallons; second year: 37,900 gallons, third year: 37,400 gallons, fourth year: 37,900 gallons, fifth year: 37,000 gallons. These are estimates and the formal solicitation will reflect more accurate estimates. Pickup estimates: similar to delivery requirements. The solicitation will list the exact quantities. The statement of work within the solicitation lists the requirements for the pickup and delivery of the oil; the Government will coordinate a schedule of dates and quantities with the contractor, in writing, 14 days prior to disposal of used oil and 14 days prior to the delivery of new oil. There is potential to expand the resulting contract to other dam facilities. Formal source selection will be utilized to evaluate proposals received in response to the solicitation. The solicitation will detail the items that shall be discussed in the contractor's proposal. While the solicitation is being prepared, DSCR requests that contractors notify the buyer listed below, in writing, of their interest to be put on the mailing list.
