Commerce/NOAA/NOS/Special Projects Office intends to negotiate on a
sole source basis with Thomas J. Murray & Associates, Inc. to monitor
and assess the impact of Florida Keys National Marine Sanctuary (FKNMS)
regulations and management strategies on commercial fishermen and the
commercial fishing industry with special emphasis on the impacts of the
Sanctuary Preservation Areas (SPAs), the Sambos Ecological Reserve, and
the proposed Dry Tortugas Ecological Reserve. This requirement will
further expand the four (4) existing commercial fishing panels to
improve coverage of the different type of fishermen and improve
statistical reliability of the resulting data analyses while attempting
to update and begin assessment for the Tortugas panel, and the future
collection of dynamic spatial (grid) information originally retrieved
by the proposed contractor for the purpose of completing required
Regulatory Impact Review of the Tortugas Ecological Reserve. Period of
Performance willbe from September 01, 2000 through August 31, 2001.
