The Federal Highway Administration plans to negotiate a Purchase Order with Virginia Tech Transportation Institute (VTTI) to conduct a study on _Heavy Vehicle Nighttime Directional Guidance Enhancements._ This study will focus on an independent test of the Locke White Laser Guidance System. This system is intended to serve as a pointing device(in darkness) that may reduce workload and improve directional control. Mr. Locke White is the inventor of the Laser Guidance System and he is affiliated with VTTI. The Locke White Laser Guidance System is essential for the successful completion of this study. VTTI will also be providing heavily instrumented research vehicles and existing hardware at no cost to the government. Because Mr. Locke is affiliated with VTTI and he is the inventor and possess an invaluable amount of information related to the laser guidance system, VTTI is the only known source available to ensure the successful completion of this study.
