the Public Buildings Service (PBS) Nationwide. This procurement will
establish a National Indefinite Delivery / Indefinite Quantity Contract
to provide Cost Engineering Services for GSA design and construction
projects and programs. The knowledge and skills of cost engineering, as
defined by the AACE, Intl (American Association of Cost Engineers,
Intl) includes cost estimating, cost analysis, cost / schedule control,
and cost / value improvement. This contract, being national in scope,
is intended to support all GSA Regional Offices, the GSA Central
Office, and GSA Centers of Expertise. GSA renovation and new
construction projects are located throughout the United States and may
include: Federal Office Buildings, Federal Courthouses, Border
Stations, Laboratories, Warehouses, and other types of real property.
In addition, this contract will be open to all federal agencies which
manage, in whole or part, design and/or construction programs and find
a need for cost engineering and cost management services. Services may
be required at any time during a project's development and delivery,
including: planning, design, construction, and operations. The
following A-E firms have been selected (Short-listed) for Stage II

30328 Louis F. Parkins, (770)-481-1614. STAGE II: In this stage, the
entire project team, including the prime cost engineering firm, all
associates and consultants will be evaluated. The cost engineering
firms will re-submit a completed SF-254 and SF-255, which reflects the
entire project team. The Government has determined the following
disciplines and/or consultants are required: Cost Engineers
(Architectural, Civil, Environmental, Structural, Mechanical, and
Electrical), Schedule Analysts, Risk Analysts, Value Specialists,
Architects, Design Program Architects, Court/Specialty Architects and
Civil, Environmental, Structural, Mechanical, Fire Protection and
Electrical Engineers. Preference will be given to firms staffed with
individuals holding the certification as a Certified Cost Engineer or
Certified Cost Consultant (CCE/CCC), as recognized by the AACE, and
Certified Professional Estimator (CPE), as recognized by the ASPE. If
the proposed personnel are qualified in all ways other than the stated
certifications, the Government will accept the services, given the
identified personnel are under the direct supervision and review of
someone who holds such certification. Value Management Services are to
be provided by either a SAVE (Society of American Value Engineers)
recognized Certified Value Specialist (CVS), or Associate Value
Specialist (AVS), who is in the certification training process to
become a CVS. Functional support/expertise will typically be required
in the areas of cost and price forecasting, cost and price analyses,
resource and activity planning/scheduling, cost / schedule controls,
value management, economic analyses, risk analyses, and
constructability analyses. The A-E Firm shall be able to provide any
level of cost engineering need, from total support to specialty
services needed to augment existing Government capabilities. The A-E
firm must have proficiency in the application of Microsoft Word 97,
Excel 97, and Access 97, Project 4.0, and Power Point 97, or later. The
Firm and its staff will be rated in its proficiency and is required to
have extensive knowledge of the application of various cost management
software, such as Success, version 4.1 or later, BSD Cost Link, M-Cases
Gold, PACES, TRACES, RACER and Timberline. Expertise is required in the
application of an array of scheduling and project management tools,
including, but not limited to Primavera P3 Project Planner, Sure Track,
and Microsoft Project, ver. 4.0. Knowledge and experience is expected
in the application of risk analysis software such as Crystal Ball
and/or @Risk. The A-E firm must address their resource availability to
each of the 11 GSA Regions and to other federal government agencies
nationwide. In order to provide the necessary coverage, the Government
encourages the use of sub-contractors and joint-ventures. All services
will be procured through the issuance of individual Task/Delivery
Orders, each one being defined by a separate Scope of Work. The term of
the contract(s) shall be for a one-year Base Period, followed by up to
four (4) one-year Option Periods, not to exceed $5,000,000 for each
Period, for an aggregate dollar value of $25,000,000 per contract.
Consideration for the contract(s) will be nationwide. The Contracting
Officer reserves the right to increase the maximum dollar amounts of
the contract(s) if requirements dictate. This office may award more
than one (1) contract to satisfy this requirement. The Evaluation
Criterion and associated submission requirements for Stage II selection
are as follows: I. PAST PERFORMANCE 400 Points A. Responsiveness of
team to the client's needs and compliance of the team with performance
schedules 1. Meets or exceeds client's needs with an acceptable and
accurate product 60 Points 2. Meets or exceeds required performance
schedules while attaining acceptable level of quality 50 Points 3.

firm's quality control plan set-in place to guarantee development,
review and delivery of acceptable products. Included in the quality
control presentation will be the hierarchy of the firm showing the QC
personnel and the production personnel. Include in the QC presentation
will be a synopsis of the lessons-learned program. Present the firms
track record on construction projects, valued greater than $1,000,000,
showing the accuracy of the cost estimates when compared to the actual
market bid value. Elaborate on the accuracy record in the technical
proposal submitted in Stage One. Statistically, what is the rate of the
firms estimates that are more than 10% off the bid results? What is the
firms success rate in applying cost analyses as a tool for project
control? How effective is the firm in applying cost analyses as a
contract negotiation tool? Present sample projects, project magnitudes
upon which cost analyses were performed and client references. Present
the firms experience on former IDIQ contracts. Provide the dates,
description, size and client references to a maximum of 3 former IDIQ
cost engineering contracts. II. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE 325 Points A. Experience in designing and implementing
successful cost engineering programs in large government and/or

the experience held by key personnel in providing a variety of cost
engineering services during the programming and pre-design phase of a
project life-cycle. Present feasibility studies, cost estimates, and
risk assessments performed. A maximum of three (3) projects should be
provided for review. Depict products identifying the experience held by
key personnel in providing a variety of cost engineering services
during the design phase of a project life-cycle. A maximum of five (5)
projects should be provided. These should be in the form of completed
cost estimates, among others, prepared at various design phases, with
varying work-breakdown structures and levels of detail. Present sample
cost analysis and variance study reports, as well as value engineering
reports and economic analysis. Identify the firms experience in
preparing detailed schedules of-value. Present Present sample(s) of CPM
schedule report, cost-loaded CPM schedule, earned value analysis
report, as well as a sample risk assessment study report your firm has
prepared. Express, in narrative form, experience held by key personnel
in providing a variety of cost engineering services during the
construction phase of a project life-cycle. Amaximum of three (3)
projects should be provided for review. III. CAPABILITIES OF FIRM 150
Points A. Organizational approach and leadership commitment to fulfill
contract requirements and coordinate team work among different offices

qualifications, professional designation, education, and other

Engineering team. For all key personnel, identify the anticipated
duties of the person as full-time or part-time, and identify the person
as an employee of the CE firm or as an employee of a consulting firm.
This Stage IIsubmittal will include a complete SF-254 and SF-255 with
all consultants to be utilized nationwide. It will also include a
detailed Program Management Plan addressing how multiple task orders in
multiple locations will be accomplished. The A-E Firm shall be prepared
to provide a formal presentation of and to discuss all aspects of the
Evaluation Criteria indicated above, and to demonstrate the ability to
fulfill all contract requirements. Please submit for STAGE II,
completed SF-254's (for ALL Team firms), which must be dated not more
than twelve (12) months before the date of this synopsis, and a SF 255
(for the entire A-E Cost Engineering FIRM/TEAM) along with letter of

time on the due date of this notice. The following information
including the above address MUST be on the outside of the sealed
envelope 1) Solicitation Number/Title, 2) Due Date, 3) Closing Time. In
Block 8 of the SF-254 specify only current W-2 payroll (non-contract)
personnel of each firm. In Block 10 of the SF-255, the A/E Firm MUST
respond to the four (4) EVALUATED CRITERIA stated in the CBD
announcement for this solicitation. In Block 11 of the SF-255, the A-E
Firm MUST sign, name, title and date the submittal. This procurement
is being made under the Small Business Competitiveness Demonstration
Program (FAR 19.10). Small, small disadvantaged and women-owned firms
are strongly encouraged to participate. Large business firms are
reminded that if successful they will be expected to place subcontracts
to the maximum practical extent with small, small disadvantaged and
woman-owned small businesses as part of their original submitted team.
Before award of the contract, the A-E (if not a small Business of
$4,000,000 gross average over the previous three years) shall be
required to present an acceptable Small Business and Small
Disadvantaged Business Subcontracting Plan in accordance with Public
Law 95-507. FYI -- As part of its commitment to socioeconomic
initiatives of the Federal Government, the General Services
Administration, Public Buildings Service has established for fiscal
2000 subcontracting goals of 23% for small businesses, 5% for small
disadvantaged businesses, 5% for small women-owned businesses, and 1.5%
for Hub Zone small businesses. Award of this Master Contract and
Work/Delivery Orders are contingent upon funding approval. Contract(s)
