THE DELAWARE AIR NATIONAL GUARD POC POC TSgt. Jeffrey Earle, Contract
Specialist, (302-323-3474), LTC. Jose Quintana, Contracting Officer,
(302-323-3418) INDEFNITE DELIVERY-INDEFINITE QUANTITY (IDIQ) A & E
SERVICES CONTRACT. Work may consist of preparation of reports, studies,
Design criteria, budget estimates, designs of alterations, maintenance,
repair of minor construction. These projects will be accomplished under
task orders written agains an Indefinite-Delivery-Indefinite Quantity
(IDIQ) Contract as the need arises during the contract period. A firm
fixed price contract for A-E Design Services for Type A Services and
Type B Services with Type C Services to be exercised as an option upon
negotiations with the Contracting Officer. Projects will be primarily
for the 166 AW in New Castle, DE, but may also encompass military
units statewide for Delaware. This contract will be for a 12-month
period and will contain an option to extend for an additional
12-months. All interested and responsible contractors, which can meet
the requirements, are invited to submit a current A-E Related Services
Questionnaire (SF 254) and A-E Related Services Questionnaire for this
specific project (SF 255) within 30 days from the date of publication
of this notice, will be considered. Submit the SF 254 and SF 255 to the
U.S. Property and Fiscal Office-DE, C/O 166 LS/LGC, 2821 Park Drive,
New Castle, DE 19720-1615. The following are the significant A/E
selection factors and their relative order of importance: (1)
Professional Qualifications to design facility construction, repair and
maintenance projects. Specific disciplines in descending order of
importance are Architectural, Civil, Electrical, Mechanical,
Structural, and Environmental; (2) Specialized Experience and Technical
Competence to include demonstrated success in use of recovered
materials and achieving waste reduction as well as energy efficiency;
(3) Capacity to accomplish work in the required time; (4) Past
Performance; (5)Location; and (6) Volume of DoD Work. The contract will
contain a minimum annual guarantee of $1000. The anticipated award time
is on or about October 2000 and performance will begin on or about
November 2000. Cumulative amount of all task orders, to include option
year, will not exceed $500,000, individual orders will not exceed
$400,000. The Standard Industrial Classification (SIC) is 8712. In
order to be eligible for a federal contract award, the contractor must
be registered with the Central Contractor Registration (CCR) by date
