D -- INFORMATION TECHNOLOGY SERVICES, INCLUDING TELECOMMUNICATIONS SERVICES SOL 52-SPNA-0-00084 DUE 090800 POC Donald Thompson, Contracting Officer, (301) 713-3478 The National Oceanic and Atmospheric Administration (NOAA) is seeking software engineering services to perform modifications to the National Weather Service (NWS) Automated Surface Observing System (ASOS) Acquisition Control Unit (ACU) software. The ASOS ACU software is non-commercial Government-owned software which was developed at Government expense to meet the requirements of the ASOS specification. The NWS has developed version 2.6 of this software, which executes on a Motorola 68010-based VME based processor board under control of version 1.0 of the pSOS real time kernel (a proprietary product of Wind River Systems, Inc.). The NWS has determined that it is no longer possible to expand the capability of the software or the ASOS system due to processor performance and memory resource limitations. The Version 2.6 ACU software has been re-hosted to execute on a Motorola 68040 based VME-compliant single board computer under version 2.3 of the pSOS kernel. Due to possible logistical supportability issues with the 68040 processor, the NWS desires to re-host the software to a PowerPC-based single board computer. The NWS has identified several additional software efforts required to expand the capability of the ASOS. These tasks include adding capability to the ASOS, replacing existing ASOS sensors, and resolution of anomalies. NOAA intends to establish a task-order contract to accomplish these various ASOS software tasks. The NWS has developed a Statement of Work under which all software tasks shall be accomplished. The first software task which will be accomplished will be the re-host of the ACU software from the 69040 based single board computer to the PowerPC- based single board computer. Successful completion of this task may result in the award of other ASOS software tasks such as resolution of anomalies, enhancements to system capabilities including additional processing and/or support of additional sensors, and other tasks which may be identified over a five year period. NOAA desires to minimize the technical and schedule risk associated with development and/or modification of complex embedded software and therefore seeks a contractor who offers specific knowledge and capabilities including: 1) significant experience in embedded software development targeted to execute on VME-bus single board computers; and 2) significant experience in developing embedded application software under a current version of pRISM+PRO and pSOS from Wind River Systems, Inc. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, 52-SPNA-0-00084, is a Request for Proposal. This acquisition is a total small business set aside. The SIC is 7371 with a size standard of $18.0M or less. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. NOAA requests interested parties to provide the following: 1) a statement of corporate resources and abilities demonstrating that the contractor offers the specific knowledge and capabilities required by the NWS. This statement shall be a maximum of 5 single sided typewritten pages and shall include: a) complete description of corporate resources and capability to perform the first software task described above; and b) a description of recent programs successfully accomplished by the contractor which required modification of embedded software written in the "C" or "C++" language targeted to run on a VME-based single board computer executing under a current version of pSOS. 3) a firm price to accomplish the first software task briefly described above; 4) proposed rates and labor categories appropriate for tasks which may be assigned under this contract; and 5) names and contact information from three prior customers (preferably Government) to allow NOAA and the NWS obtain past performance data. Contractors who successfully provide the above five items will be required to present corporate technical capabilities and knowledge in a 60 minute oral presentation and question and answer session to be conducted at the NOAA headquarters facilities in Silver Spring, Maryland. The Government will consider cost (proposed cost of the task to be priced and associated bid rates), past performance, and technical risk in accomplishing the above-described tasks as approximately equal in awarding this contract. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition without adenda. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
