synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 in conjunction with FAR 13.5, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. The
solicitation is being issued as a Request for Quotation (RFQ). The
solicitation number is RFQ #652-172-00. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-19. This procurement is a small business set
aside. The SIC code is 7532 and the small business size standard is $
5.0M . The Hunter Holmes McGuire VA Medical Center, Richmond, VA
intends to solicit quotations and award a firm fixed price contract to
the one offeror whose quotation meets the requirements of this
solicitation. Quotations are due by August 29, 2000 at 4:30 p.m., local
time. Contractor shall provide all necessary labor, tools, equipment,
materials and supervision to convert a VA-owned 2000 Ford Club Wagon
into a rehabilitation evaluation van for use in the VA's driver
education program for catastrophically injured veterans or those with
severe spinal cord injuries. Contractor must perform or provide at
following services/equipment in the conversion process: 1) Drop floor
6 inches + 2 inches (drivers); 2) Engine housing cut engine cover as
much as possible; 3) Digi II Evaluation Panel; 4) Digi drive high tech
system mount for use on the right and left hand side of the drive; 5)
D/S 2000 high tech driving system mount for use on the right and left
hand side of driver; 6) Digi Voice; 7) Removable 6 way power transfer
seat on wheels with the capability to lock down in rear. Q-Straint
belt system in the driving position. 4-point system in rear. Q-Straint
lap and shoulder harness opposite 6 way power seat tie down; 8) EGB-SS
Eval; 9) Electronic gas and brake -- mount for use on the right and
left hand side of driver; 10) Digi tone; 11) Kill switch; 12) Platform
lift with a 32 inch wide platform with no overhead crossbar; 13) Gold
Edition Touch Pad; 14) Smart shift and basket; 15) Park Brake 16)
Raised roof original roof shall not be cut forward of the "B" frame
pillar post. The raised roof shall be sportsman's style (12") and color
coordinated with that of the exterior color of the van. Interior to
match that of existing interior (no carpet). Minimum of 3 support bars
side side (1 inch rectangle steel tubing) with a minimum of 3 each
inch rectangle steel tubing from front to rear of van; 17) Raised doors
with 56 inch clear opening; 18) Aux. Battery system (large 02); 19) All
available orthotic devices for the electronic gas and brake, D/S 2000
high tech systems; 20) Lockable storage cabinet for storing all tools
and devices required to activate/deactivate systems/orthotics; 21) Back
up alarm; 22) Wheelchair flooring (vinyl) in drop floor portion only.
Color coordinate carpet on rest floor. Van conversion must be completed
45 days after receipt of order. All offerors must verify that they are
a certified dealership with certified mechanics with a National
Mobility Equipment Dealers Association Quality Assurance Program rating
(or equivalent). Separate unit price must be submitted for parts and
labor of each item listed. Quotations shall be submitted on an "all or
none" basis and be valid for 60 days. Quotations must include delivery
time after receipt of order. Partial quotations will be rejected. The
following provisions and clauses apply to this solicitation: 52.212-1,
Instructions to Offerors-Commercial Items, 52.212-4, Contract Terms
and Conditions-Commercial and 52.212-5, Contract Terms and Conditions
required to Implement Statutes or Executive Orders-Commercial,
including clauses incorporated by reference under Section b
(11-15)(24); 852.211-70, Brand Name or Equal, 852.270-4, Commercial
Advertising; 52.212-2, Evaluation-Commercial Items the following
factors shall be used to evaluate offers: 1) past performance; 2) the
ability to meet delivery/response time; 3) price. Technical and past
performance, when combined, are approximately equal to cost or price.
Award will be made to the offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The government intends to evaluate offers and
award without discussions. However, the government reserves the right
to conduct discussions later if determined necessary by the Contracting
Officer. The information required in provisions 52.212-1, 52.212-2, a
completed copy of provisions 52.212-3, Offeror Representations and
Certifications-Commercial Items, and 852.219-70, Veteran Owned Small
Business certification must be submitted with offer. Quotations must be
received by August 29, 2000, at 4:30 p.m. local time. Quotations shall
