Medicine (NLM) to procure professional services for the serial
bibliographic record creation and Voyager maintenance project. Over the
years, NLM has developed several databases, HISTLINE, SPACELINE,
BIOETHICSLINE, and POPLINE, to serve the specialized areas of history
of medicine, space medicine, bioethics, and population studies. As part
of NLM's Reinvention project, all unique indexing citations from these
specialized databases, some of which are created at NLM and others
which are created by outside organizations, are being incorporated into
the NLM DCMS and will be available to the public in MEDLINE and
eventually accessible in PUBMED. In order to convert these indexing
citations and fully implement the new DCMS, there must be a
corresponding serial bibliographic record in Voyager, NLM's integrated
library system, for each source listed in an indexing citation. It is
estimated that between 4,600 and 9,600 serial records that are needed
for this purpose do not currently exist in Voyager. In addition,
existing Voyager serial records must be edited to reflect the fact that
the citations are being moved into MEDLINE and to track the titles
handled by HMD and these outside organizations. Additionally, all
unique monographs from these specialized groups are being converted
into Voyager. In the course of this conversion project, post-conversion
clean-up tasks have been identified that are necessary to improve the
presentation of monograph bibliographic and holdings records in the NLM
online public access catalog and to facilitate accurate document
delivery for these monographic items. The objective of this purchase
order is to procure assistance for a two-phased project: 1) phase I:
the creation and maintenance of basic serial bibliographic and holdings
records in Voyager; and 2) phase II: database clean-up to improve the
quality of converted monographic bibliographic and holdings records in
Voyager. The work will include searching in Voyager to identify
existing serial titles to be maintained to reflect current indexing and
tracking information, and, as required to verify citations, searching
of the various associated ELHILL indexing citation databases for which
serial titles are being created. The project will include searching in
OCLC and other library systems/catalogs to identify the appropriate
serial bibliographic records needed, importing serial records from OCLC
into the NLM Voyager cataloging module when copy is available or
creating basic serial bibliographic records based on the records from
other library catalogs or surrogate information supplied by NLM or the
outside producing organization, editing data in MARC fields in Voyager
bibliographic and holdings records associated with monographs, and
other related activities. Management staff will be required to review
the quality of the work to be performed and coordinate the assignments
to vendor staff with the NLM Project Officer. Offerors must have staff
with experience in serials, specifically bibliographicor related
projects. Current knowledge of MARC21 content designation is required.
Librarian staff working on the project must have at least one year of
professional level experience in cataloging or serials bibliographic
control. Previous experience working with an integrated library system
is required. Consideration will be given to those individuals with
previous experience with the Voyager ILS. Technician staff must have
previous experience in online keyboarding or editing bibliographic or
holdings records in an automated environment, using a bibliographic
utility (e.g., OCLC, etc.) or an automated integrated library system.
This service will procure under FAR Part 13 (Simplified Acquisitions).
