Manager for the National Nuclear Security Operations has a requirement
for programmatic technical support in the area of Environmental Safety
and Health (ES&H). The requirement will be defined in a Performance
Based Statement of Work, will be 100% set aside for small business
under NAIC codes 541330 Engineering Services; 541620 Environmental
Consulting Services; and 541690 Other Scientific & Technical Consulting
Services. The Request for Proposal (RFP) will be posted on the Industry
Interactive Procurement System (IIPS) located at
http://doe-iips.pr.doe.gov/ on or about September 29, 2000 and be
available for downloading. Because it is unknown who downloads the
solicitation from the internet a bidders mailing list will not be
generated or made available. The general scope of this requirement is
to provide the specialized technical expertise to assist the Department
of Energy (DOE) Oakland Operations Office, Livermore Site Office (LSO)
in fulfilling its assigned ES&H oversight responsibility at the
Lawrence Livermore National Laboratory (LLNL) in the areas of nuclear
and radiation construction safety, industrial hygiene, criticality
safety, occupational medical program, construction safety, industrial
safety, fire protection, environmental compliance (Resource
Conservation and Recovery Act, Clean Water Act, Safe Drinking Water
Act, Clean Air Act, Toxic Substances Control Act ) electrical safety,
explosive safety, quality assurance, National Environmental Policy Act,
nuclear and non-nuclear facility oversight, safety basis documentation
(for both nuclear and non-nuclear facilities), transportation safety,
emergency management, project management, and LSO management systems.
Technical support is required to fulfill the above-described agency
responsibility. The DOE anticipates a five-year cost reimbursement
contract, with a level of effort for a two year base period of
approximately 20,800 professional labor hours, and three one-year
options for an additional estimated 9,100 professional labor-hours per
option year. The successful Offeror shall be required to obtain a DOE
Facility Clearance prior to award of a contract. The requirements for
obtaining a DOE Facility Clearance is described in Chapter V of DOE
Order 470.1, entitled "Safeguards and Security Program." and is
