This is to advertise the fact that the award of a sole source purchase
order is being considered under simplified acquisition procedures for
the continuation of consulting services for the managment of a Cost
Comparison Study. The consulting firm would be a single point of
contact within the 310st Fighter Wing for all Air Force matters
concerning the A-76 study. The uniqueness of this work is that this
A-76 study is a joint effort between the Air Force and the Naval
Reserve units at the Naval Air Station, Joint Reserve Base, Fort Worth
TX, formerly known as Carswell Air Force Base. This study contains
requirements for knowledge of Reserve operations, unique in the sense
that organizations such as Supply, Petroleum Oil and Lubricants (known
as POL) and Transportation are run by civilians (or contractors)
during the week and by reservists on the weekend. The A-76 consultant
is also responsible for developing procedures that allow reservists to
operate the BOS function on the weekend and to work within the
Performance Work Statements or Most Effective Organization while on
annual tour during the workweek. In addition, the A-76 consultant must
have the security clearance necessary to access classified
information. The A-76 consultant must have extensive knowledge of joint
Reserve operations, i.e., organizations that meld and commingle
multiple functions using joint resources (Air Force, Navy, Civilian and
Contractor positions) to accomplish the mission of the various military
reserve units at NAS JRB, Ft Worth TX. The A-76 consultant is also
responsible for identifying new areas for possible joint Reserve
operations. Since this study has been ongoing for some time, it has
been determined that it is in the best interests of the government to
retain the current firm that possesses the corporate knowledge of the
