with the format in Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. This is
issued as a Request for Quotation (RFQ) Number SP4410-00-Q-3015.
Defense Reutilization and Marketing Service (DRMS) has a requirement
for the performance of non-personal transportation services for trailer
transportation. BID SCHEDULE: Contract Line Item Number (CLIN) 0001
Description: Trailer and Transportation Service, Estimated Quantity =
60 Each; Unit Price; Total Price; CLIN 0002 Description: Monthly
Trailer Rental Charge, Estimated Quantity = 12 Each; Unit Price; Total
Price; Total Bid Price. STATEMENT OF WORK (SOW): C.1 BACKGROUND -- The
Defense Reutilization and Marketing Service (DRMS), a primary level
field activity (PLFA) of the Defense Logistics Agency (DLA) disposes of
Department of Defense (DoD) excess property generated by the military
services. This is accomplished through reutilization to DoD activities,
transfer to other Federal agencies, donation to state agencies and
other authorized donees, sale to the general public, or ultimate
disposal through abandonment or destruction. DRMS headquarters is
located in Battle Creek, Michigan. DRMS has operating level offices
throughout the world called Defense Reutilization and Marketing Offices
(DRMOs). C.2 SCOPE OF WORK -- The contractor will be required to
perform non-personal services for trailer transportation as follows:
Deliver one (1) tractor-trailer to Ft Rucker, Alabama (AL) to be in
place by 1 October 2000. Trailers will be placed as directed by the
Contracting Officer's Representative (COR). A trailer will be placed at
Ft Rucker, Bldg. 1212, Ft Rucker, AL. At the time a full trailer is
picked up at Ft Rucker, an empty trailer will be dropped to replace the
full trailer being removed. Government employees will load the trailer.
When the trailer is full, the contractor will be notified by the COR
and contractor must respond within 24 hours (weekends and holidays
excluded) by taking the full trailer or trailers to DRMO Eglin, Eglin
AFB, Florida (FL). The full trailer will be delivered to DRMO Eglin,
Bldg. 535, Eglin AFB, FL. Approximate one-way miles from DRMO Ft
Rucker, AL to DRMO Eglin AFB, FL are 90 miles. Note: no deliveries will
be made to DRMO Eglin after 2:00 p.m. CST. The full trailer will be
dropped/spotted at DRMO Eglin and unloaded by Government Employees
within 4 hours of delivery of the full trailer. After the full trailer
is emptied, the empty trailer will be removed. Department of Labor
(DoL) Wage determination No. 94-2005, Revision 13, dated 6/16/2000
applies and is available upon request. C.3 OBJECTIVE -- The objective
is to have one trailer at Ft Rucker at all times, with the full trailer
being removed and replaced with an empty trailer. It is estimated there
will be 3 to 5 trips per month for the 12-month contract period. C.4
REQUIREMENTS -- a. Trailers must be within 48 to 52 feet long. b.
Trailers must be enclosed van, weather protected and lockable with
rollup or swing doors acceptable. No tarps accepted. c. Contractor
equipment shall meet all federal, state, and local laws and
regulations. C.5 DELIVERABLES -- a. One (1) trailer will be placed on
site at Ft Rucker no later than 1 October 2000. b. Each trailer will be
picked up when full no later than 24 hours after oral notification by
the COR and taken to DRMO Eglin. All pickup and delivery times will be
coordinated with the corresponding DRMOs to be no later than 2:00 p.m.
CST. c. One (1) trailer will be on site at all times at Ft Rucker. C.6
DRMO HOURS OF OPERATION DRMO normal hours of operation are 7:30 a.m.
to 4:00 p.m. Central Time. DRMO Eglin is open Monday -- Friday 7:00
a.m. 3:30p.m. Central Time. C.7 PERIOD OF PERFORMANCE -- Period of
performance begins 1 October 2000 and continues through 30 September
2001 or until the maximum number of trips specified in the bid schedule
are ordered which ever comes first. C.8 GOVERNMENT FURNISHED PROPERTY
-- No Government property will be furnished. The Government will not be
responsible for damage/loss (by fire, theft, water accident or
otherwise) of contractor equipment and property, unless due to
Government negligence. The maximum contractor liability for each
trailer load is $100,000.00 when attributed to a catastrophic
occurrence, i.e., trailer/van fire, vehicle accident. Carrier is not
responsible for damage, when attributed to loading or securing of
equipment by Government personnel. C.9 PERSONNEL -- The contractor will
provide one person as a point of contact who will be accessible by
phone during business hours. C.10 CONTRACTING OFFICER REPRESENTATIVE
(COR) -- Barbara DeNamur, DRMO Eglin, (850)882-8075 will be the primary
COR for this contract. Robert Piatt, Ft Rucker, (334)255-2283 will be
the alternate COR for this contract. Contractor must submit all
invoices to DRMO Eglin for certification prior to faxing invoices to
June France at 616-961-4598. Contractor must provide contract number
and their tax identification (ID) number on all invoices for payment.

is published as a total Small Business Set-Aside and is restricted to
Small Businesses (NUMBERED Note 1). The associated Standard Industrial
Code is 4212 and the small business size standard is $18.5M. All
eligible, responsible sources may submit an offer. Offers are to be
received no later than 3:00 p.m. Eastern Time on August 31, 2000.

Firm-Fixed Price Contract for twelve (12) months beginning October 1,
2000 and running through September 30, 2001. The following clauses will
be included in the award: FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items; FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items.
The following clauses under 52.212-5 will apply: (b) (11-15) and (c)
(1-2). DFARS 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items. Important Notice: DFARS 252.204-7004,
Required Central Contractor Registration (CCR) applies to this
solicitation. Lack of registration in the CCR database will make an

Government's rights and obligations with respect to that order to the
same extent as if the order were completed during the contract's
effective period; that the Contractor shall not be required to make any
deliveries under this contract after 30 September 2001. FAR 52.217-9
Option to Extend Services (Nov 1999) The Contracting Officer may
exercise the option by written notice to the Contractor within 7 days
from the end of the contract period. Copies of the FAR Clauses can be

priced offeror. The resulting contract will be subject to the Service
