Z -- WATERFRONT MACC INCLUDING BUT NOT LIMITIED TO NORTHERN DIVISIONS AREA OF RESPONSIBILITY SOL N62472-00-R-0816 DUE 100500 POC Ted Wallace, Contract Specialist, (610) 595-0832 This is a Solicitation Notice: The work contemplated under this procurement shall include all construction and repair work for waterfront structures such as piers, wharf's, seawalls, and other similar structures in tidal waters. Projects may include provisions for additional related requirements such as electrical equipment including transformers, switchgear, and wiring; and repairs to various utilities. The work will be concentrated at, but not limited to Northern Division's 10 state area, which includes: Maine, New Hampshire, Rhode Island, Connecticut, Vermont, Massachusetts, New York, New Jersey, Pennsylvania, and Delaware. This solicitation will result in an award of a Multiple Award Construction Contract (MACC) of up to four (4) Indefinite Quantity contracts with firm fixed-price task orders. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be "BEST VALUE" to the Government, price and technical factors considered. Award of the seed project will be made to the best value. The remaining two (3) MACC contracts will be made to those firms offering second, third and fourth. The task orders under the contract will be issued for construction and/or design build waterfront projects. The request for Proposal procedures will be utilized for this procurement. Interested firms will be required to respond to evaluating factors as set forth below. The evaluation factors for acceptability are 1) Relevant Past Performance; 2) Management Approach; 3) Specialized Technical Experience, Expertise and Qualifications; and 4) Commitment to Small Business Concerns. (THIS SOLICITATION IS BEING ISSUED ON AN UNRESTRICTED BASIS INVITING FULL AND OPEN COMPETITION.) The Request for Proposal package will be available 05 September 2000 and the estimated receipt of proposals date is 2:00 p.m. on 05 October 2000 at Northern Division, Naval Facilities Engineering Command, 10 Industrial Highway, Mail Stop #82, Tinicum Industrial Park, Lester, PA 19113-2090. The maximum value of this contract will be $30 million over five (5) years of contract performance. A bid guarantee in the amount of $2.5 million will remain in effect throughout the full term of the contract, which will be required to be submitted with the proposal. The anticipated range for each task order will generally be between $300 thousand and $10 million. The seed project includes the demolition and removal of a timber pile supported platform and portions of two timber pile supported piers including electric and telephone systems, mechanical systems, and three buildings (three require removal and disposal of asbestos containing material and lead based paint); the relocation of electrical equipment; the provision of a new steel sheet pile bulkhead with tie rods and anchor system, two pile supported breasting platforms, rehabilitation of an existing timber pile supported pier, mechanical, telephone and electrical systems including cathodic protection, a steel pile supported precast concrete launch ramp with cathodic protection, timber fender piles, bituminous concrete paving and site utilities. The work shall be located at the Naval Undersea Warfare Center, Newport, RI. The estimated cost range for this seed project is between $2,500,000 and $4,000,000. Two options will be included for the seed project in this solicitation. Option 1 shall include the total price for demolition of the southerly 36.6 meters +/- of Pier 171 including utilities and their termination at the northerly limit of this work and the provision of a timber fender system complete in accordance with the drawings and specifications.. The estimated cost for Option 1 is between $100,000 and $250,000. Option 2 shall include the total price for demolition of the westerly portion of Pier 170 and the provision of a timber fender system, which is not reconstructed under the Base Bid, complete in accordance with the drawings and specifications. The estimated cost for Option 2 is between $100,000 and $250,000. Option 3 shall include the total price for demolition of approximately 15.3 meters +/- of Pier 171 extending from the northerly limit of the demolition work described in Option 1, including utilities and their termination at the northerly limit of this work, complete in accordance with the drawings and specifications. The estimated cost for Option 3 is between $25,000 and $100,000. All Three options are anticipated to be exercised at the time of award or within 180 calendar days after award of the contract. Davis Bacon Wages will be applicable to this project. The seed project will not require design services. A Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan pursuant to the FAR Clause 52.219-9 (OCT 1999) will be required to be submitted by all large businesses being considered for contract award. Each of the contracts awarded for other then the seed project will contain a minimum guarantee of $5 thousand over the five years of contract performance. The minimum guarantee will be met when the seedproject is awarded under the RFP N62472-00-R-0816 for the first contract. All contractors awarded a contract, including the contractor who receives award for the seed project, will competitively quote on the subsequent task orders based on either Best Value to the Government or Lowest Price. Award of a task order may be made to only one firm if it is necessary to place an order to satisfy a minimum guarantee. The solicitation will incorporate an initial or seed project for award. Potential proposers may be required to participate with the Government in an on-site scope meeting for the project to be placed under the contracts. Failure to submit technical and price proposals on future task orders may result in the Government not placing future orders on the contract. Participation in the pre-proposal conference on site visits for future task orders will be responsibility of the offerors and are not directly reimbursable by the Government. Task orders may require multi-disciplined design services in all aspectsof waterfront construction for new and renovation projects. All key professional disciplines shall be registered. The SIC (Standard Industrial Classification) is 1629 and the Small Business Size Standard is $17 million.
